This finding occurred due to <br /> procedural errors on the part of our stick operator during November and December of 1996. <br /> As is required by law,the product in the underground storage tank is measured daily using a stick which <br /> measures the product in inches. We have the same person measuring the product daily to reduce the <br /> chance for inconsistencies in measuring or technique. Shortly before the problem occurred,the stick <br /> operator received a new folding stick to replace the one-piece wooden stick that he had been using <br /> previously. As he began to use the new stick,the operator consistently caught the edge of the stick's joint <br /> on the lip of the fill pipe,keeping the stick from reaching the bottom of the tank by approximately 10 <br /> inches. This caused the discrepancy and the"inconclusive"finding for the month of December. <br /> Since early December when the problem was discovered,standard operating procedures for the stick <br /> operator have been changed to eliminate the potential for this problem reoccurring. These changes <br /> include the following: <br /> 1. If the stick operator wears prescription glasses,then the prescription glasses are required to be worn <br /> when measuring fuel levels in the tank. <br /> 2. Ail sticks used to measure fuel in the underground storage tanks will be marked with a contrasting <br /> paint to indicate the depth to the bottom of the tank from the top of the fill pipe. <br /> 3. The stick operator will measure the product level twice during each measuring event to double check <br /> the results. <br /> We are glad to say that the January SIR Report indicates that this tank passed,a copy of which has been <br /> included.
