lFelemar.c. SACRAMENTO
1 .0 INTRODUCTION
The purpose of this report is to present Versar's remediation plan
for the diesel fuel contamination at the Pacific Bell facility (UE-132)
located at 7644 Ashley Road, Stockton, California. The contaminated
material consists of soil from the former location of an underground
storage tank (UST) which contained diesel fuel . Remediation will involve
the excavation of soil at the UST site which contains greater than 100
milligrams per kilogram (mg/kg) total petroleum hydrocarbons (TPH) . After
excavation, the contaminated soil will either be treated on site
utilizing bioremediation or disposed of in a Class I landfill untreated.
An underground fuel storage tank was removed at the Pacific Bell
Ashley Road facility in April , 1988. Soil samples obtained from beneath
the tank contained petroleum hydrocarbons, which were identified by
Eureka Laboratories, Inc. , as diesel fuel . On May 12, 1988, the results
were reported to the San Joaquin Local Health District (SJLHD) in a
report by LBME Corporation. A site assessment was conducted on October
31, and November 1, 1988, which entailed the drilling of four boreholes
in and around the former location of the UST. Laboratory analysis of
soil samples obtained during drilling identified significant levels of
diesel fuel contamination in the vicinity of the former LIST. Also
detected in the analyses were low levels of benzene, toluene,
ethylbenzene, and xylene (BTEX) of undetermined etiology. The
contamination extends to a depth of approximately 33 feet below surface
level and it does not appear to have reached the ground water.
u
2.0 ENVIRONMENTAL SETTING
2. 1 Facility Location and Operations
The Pacific Bell Ashley Road facility is located in a rural area of
San Joaquin County, approximately two miles east of Highway 99 and
approximately 100 yards north of the Calaveras River. The location of
the facility is shown in Figure 2-1 and Figure 2-2. The site layout is
1
1
