He informed <br /> me that during a scheduled repair 50 gallons of gasoline leaked from the 91 primary pipe at around 5.40 am. He <br /> said that City of Stockton Are department was nG0ed and responded at 6.30 am. When asked it he road notified <br /> the California Slate warning center he said he had not done that. I asked if he had a natiftabon protocol and it he <br /> was familiar with it. Dennis said he was making the natilication now. <br /> Arrived at the site at 9.00 am and met with Mr. Mathew Barge, Assistant general Manager of Costco. He irdormed <br /> me that approximately 100 galkms of 91 product leaked into the under dispenser containment for lisp#11/12 and <br /> approximately 53 gallons of it went into the catch basin of the oil/water interceptor. The gasoline had passed the <br /> interceptor and stopped at the first clean cut. Upon arrival I found that the leak had been stopped by Elite IV(UST <br /> repair contractor)and fine City of Stockton Fire department had used absorbent to contain the release. Wryen I <br /> asked Mr. Barge what he will do with the waste generated he said that the pads and booms are In the hazardous <br /> waste drum. Wnen asked what he did with the absorbent used he said that absorbent is not the usual material that <br /> they used so he did not knoo+what to do with it. He said he did not want to throw it in the trash. The used <br /> absorbent had been picked up by Elite IV rxew and was loaded in the back of Mr. Chuck Dowdy's truck pickup <br /> truck. I asked if this was the proper procedure of handling the waste generated and Mr. Barge said that he is <br /> familiar with little spill and had not,experienced one this big. He said that he is getting advice from con=-ate office. <br /> He asked what he should do wi ert the absorbent. I asked if he was the generator of the waste and he said yes. I <br /> told him that as a generator he should Wow Title 22 Hazardous Waste Regulation. Mr. Barge had his crew remove <br /> the used absorbent from Mr Dowdy's truck and put it in the hazardous waste labeled drums. <br /> I asked if the City of Stockton storm water agency had been natified and Mr. barge said no. l calked Richard Stiffler <br /> of City of Stockton Storm waste and notified him o3 the spill. Michelle Price from their agency came by and said that <br /> they recommend a hydra jet be used for the cleanup. She said that since rhe spill was contained before it reached <br /> their sever line they have nojuridiction. <br /> Safety Kleen was hired to perform cleanup. I was told that they were in route and will be here any minute. At <br /> around 2.00 pm Mike, manager camt'cAand told me that Safety Kleen is waiting on the victor truck and will be at <br /> the site at 3.00 pm at the earliest. MN 46 <br /> 7/11/11 at 5.00pm <br /> Arrived on site, no one from Safety Kleen could be located. At approximately 5.50pm a crew from NRC arrived we <br /> evaluated spilt area and formulated a work plan. Later Damian Black From Safety Kleen arrived and was briefed on <br /> the corrective action that needed to be performed. Dispenser# I IM2 and appeared to be non contaminated. The <br /> on site interceptor was opened and all content removed. Approximately 100 ft of underground concrete pipe <br /> leading to and from interceptor and storm drain was hydro-flushed. All water used for cleaning was contained and <br /> spill area mitigated. Approximately 1400- 1500 gallons of water was sent off under manifest for proper disposal <br /> (see manifest'*002843501SKS). Clean up completed by 9.009m.Abated.
