1.0 Introduction
On behalf of Pacific Bell, IT Corporation (IT)was contracted to provide environmental
consulting services for the removal of one 3,000-gallon, diesel fuel underground storage tank
(UST) at 1413 Bourbon Street in Stockton, California(Figure 1). Pacific Bell contracted Fuller
Excavating and Demolition(Fuller)to provide and operate equipment and obtain the necessary
permits to perform the UST removal. UST removal activities discussed in this report were
completed in compliance with local and state regulatory requirements in January 2001.
1.1 Site Description
The site is located in a predominantly commercial area. To the south of the site is Bourbon
Street followed by warehouses and an auto repair facility. To the east of the site are San Rafael
Avenue and a parking lot. Commercial properties are located to the north and west of the site.
The nearest surface water is the Calaveras River, located approximately 1,800 feet to he north of
the site.
The southern portion of the site is occupied by a one-story office building. The majority of the
site is paved and used for parking of personal and fleet vehicles, with the northwest portion of the
site undeveloped. Immediately to the north of the building was a 3,000-gallon diesel UST, used
to supply fuel to an emergency backup generator for the telecommunication switching equipment
(Figure 2). As Pacific Bell has decided to no longer use the facility to house telecommunication
equipment, the backup generator had been removed
1.2 Permits
Fuller obtained permits for tank removal from San Joaquin County Public Health Services—
Environmental Health Division(SJCPHS-EHD) and from the City of Stockton Fire Prevention
Division(CSFPD) prior to the initiation of excavation activities. Upon receipt of the permits,
representatives of the SJCPHS-EHD and the CSFPD were scheduled to observe the tank closure
activities. Copies of the permits and the State of California's A and B forms are presented in
Appendix A.
CNCD\02-2 1-0 1\O:SHARE\USW1-0012.doc 1
r.
r.
