Hinson: <br /> I am formally requesting your agency' s authorization to install <br /> two new fuel tanks at the Stephens Anchorage property in Stock= <br /> ton per permit signed by K. Foley and dated November 29 , 1988 . <br /> The proposed tank installation is adjacent to the location of <br /> previously removed tanks which had some associated soil and <br /> groundwater contamination. We recognize the need to begin re- <br /> mediation of this problem and have notified Mr. Gordon Boggs of <br /> the Regional Water Board to this effect. Specifically we are <br /> prepared to proceed immediately with a site investigation follow- <br /> ing the guidelines of the Board. Within 30 days of completing <br /> this investigation we will file a remedial action plan which <br /> will address both soil and groundwater contamination at the site. <br /> Within 30 days of receiving authorization from the Board we will <br /> begin implementation of the plan. <br /> We recognize that the installation of the new tanks in no way <br /> alters our responsibility to remediate the soil and groundwater <br /> at the site. Further, we are aware that if clean-up cannot be <br /> aoromp1is4-)ed L.=ith -thee tanks its place that you could require th` <br /> removal of one or both tanks . <br /> We would appreciate your earliest possible consideration of this <br /> request so that we may resume business operations.
