M o ox 61 A 962p1
c
ct6$691
2Qp46
February 1 , 1989
Ms . Dianne Hinson
San Joaquin Local Health District
1601 East Hazelton Avenue
Stockton, CA 95201
Dear Ms . Hinson:
I am formally requesting your agency' s authorization to install
two new fuel tanks at the Stephens Anchorage property in Stock=
ton per permit signed by K. Foley and dated November 29 , 1988 .
The proposed tank installation is adjacent to the location of
previously removed tanks which had some associated soil and
groundwater contamination. We recognize the need to begin re-
mediation of this problem and have notified Mr. Gordon Boggs of
the Regional Water Board to this effect. Specifically we are
prepared to proceed immediately with a site investigation follow-
ing the guidelines of the Board. Within 30 days of completing
this investigation we will file a remedial action plan which
will address both soil and groundwater contamination at the site.
Within 30 days of receiving authorization from the Board we will
begin implementation of the plan.
We recognize that the installation of the new tanks in no way
alters our responsibility to remediate the soil and groundwater
at the site. Further, we are aware that if clean-up cannot be
aoromp1is4-)ed L.=ith -thee tanks its place that you could require th`
removal of one or both tanks .
We would appreciate your earliest possible consideration of this
request so that we may resume business operations. If you re-
quire additional information please contact me at your earliest
convenience.
Sincerely,
Ste ens Marine, Inc.
Richard Dunn
President
t
cc: Gordon Boggs , CA RWQC Board
Russell N.
