Garrett Backus [EH]
From: Garrett Backus [EH]
Sent: Thursday, May 22, 2014 12:15 PM
To: Carrie (carriewithelite@sbcglobal.net); 'arehberg@riverpointlanding.com'
Cc: Robert Kubena (Robert.Kubena@stocktongov.com); Raymond von Flue [EH];Willy Ng
[EH] (wng@sjcehd.com); Kasey Foley [EH]
Subject: Riverpoint Landing Marina dock piping repair
Hi Carrie and Andrew,
Riverpoint Landing Marina at 4950 Buckley Cove,Stockton has an UST system with single walled dock piping and
dispensers. A leak was found by the operator in the dock piping and they contacted Elite IV to do the repair. A permit
application was received by San Joaquin County Environmental Health Department(EHD) on 5-21-14. We have
determined that the EHD does not have jurisdiction over"unburied fuel delivery piping at marinas if the operator
conducts daily visual inspections and maintains a log of inspections" (California Health and Safety Code
25281.5(b)(2). Therefore,a permit for this repair is not required from the EHD and the permit fee will be returned to
Elite IV. We do know that a permit for this type of repair is required from the City of Stockton Fire Department. Please
contact them for their permit requirements.
The "Recommended Practices for the Installation of Marina Fueling Systems", PEI/RP1000-14, published by the
Petroleum Equipment Institute (PEI) in 2014, recommends that marina floating dock piping, in all cases, should have
double-walled piping that drains to a transition sump with continuous monitoring (section 7.3).
Note that the EHD still does require an operating permit, an annual monitoring system certification, triennial secondary
containment testing, and repair permits for the underground tank and the attached underground piping.
Also, if you would like the EHD to witness this repair you can pay a consultation fee (which is currently$125/hour)for
this service.
Thank you so much for your continued compliance.Should have any questions, contact me using the information below.
Garrett Backus
Lead Senior Registered Environmental Health Specialist, CUPA Programs
San Joaquin County Environmental Health Department
1868 E Hazelton Ave,Stockton,CA 95205
Phone: (209)468-2986
Fax: (209)468-3433
Email: gbackusCdsicehd.com
t
