Briggs:
Woodward-Clyde Federal Services (WCFS) has been retained by the Federal Emergency
Management Agency(FEMA)on behalf of the Federal Communications Commission(FCC)
to evaluate underground fuel storage tanks which support FERIA-owned emergency
broadcast equipment at various radio stations throughout the United States. The out-of-
service 1,000 gallon underground diesel storage tank at the YJAX transmitter site in
Swckwn is a pan of tltis national program.
Based on recant correspondence with San Joaquin County Public Health Service(SJCPHS),
FEMA has asked WCPS to oversee the permanent closure (removal) of the diesel tank at
the TGAX transmitter site. Activities related to the mnoval of this tank will be conducted
under the direction of the WCPS office in Sacramento.
Jr, March 1993, SJCPHS requested FEMA submit an Application for Underground Tank
Closure Permit (application) by April 21, 1993. WCPS has prepared the attached
applita bon for your review. As we have discussed, we have responded to as many of the
twelve general instruction items on the application as possible at this tithe.
