2.0 STAFF ORGANIZATION <br /> This section describes the roles of the various positions on this project as they pertain to <br /> health and safety. The responsibilities and authority of each individual are presented in <br /> Table 2-1. <br /> Personnel working on this project will be approved by the Site Manager (SM) and the Health <br /> and Safety Officer or Coordinator (HSO/HSC) and will meet the qualifications of 29 CFR <br /> 1910.120, 29 CFR 1926, and this Health and Safety Plan (HSP). <br /> The Project Manager (PM) has overall responsibility for safe conduct of all field work, <br /> including ensuring full implementation of this HSP by the site manager, project staff and <br /> subcontractors assisting with field work. The PM shall assign (with the concurrence of the <br /> operating unit HSO or HSC) a Site Safety Officer (SSO) to attend to day-to-day health and <br /> safety matters in the field. A SSO must be onsite whenever work by employees of <br /> Woodward Clyde (WC) or its subcontractors is being performed at the site. <br /> Both the PM and SSO are authorized to suspend work when working conditions become too <br /> hazardous and are authorized to remove from the site any WC or subcontractor employee <br /> whose conduct endangers the health and safety of the employee or of others. <br /> The WC PM is responsible for ensuring that employees of WC and of firms contracted by <br /> WC comply with the requirements of this HSP.
