Responsibilities and Authority of Health and Safety Personnel (continued) <br /> HEALTH AND SAFETY TECHNICIAN (HST): See Site Manager <br /> The health and safety technician (HST) shall assist the SSO in implementing <br /> this plan. An HST will be assigned to each sampling team during all <br /> activities involving drilling, trenching, or sampling of wastes or soils. None <br /> of these activities shall be permitted in the absence of an HST. <br /> Responsibilities <br /> • Ensure that each individual within his/her jurisdiction complies with <br /> the provisions of this plan. <br /> • Provide onsite air monitoring during field activities. <br /> Audit safety practices utilized by onsite teams. <br /> • Communicate with command post for onsite activities. <br /> • Supervise decontamination, monitor workers for heat or cold stress, <br /> and distribute health and safety equipment. <br /> • Document safety practices. <br /> • Initiate appropriate emergency procedures. <br /> Authority <br /> The HST shall have the authority to stop work in case of an imminent safety <br /> hazard or potentially dangerous situation.
