4.0 APPLICABILITY <br /> This HSP applies to the following activities: <br /> (1) collection of samples of surface and subsurface soil <br /> (2) collection of water samples from the bottom of tank excavations <br /> (3) performing field screening of soil and water samples using immunoassay test kits, <br /> (4) trenching and excavating <br /> (5) observing removal of underground fuel pipes and storage tanks at facilities that <br /> currently dispense or store the following: <br /> • Numbers 1, 1D (diesel), 2, 2D (diesel) fuel oils <br /> • Unleaded gasoline <br /> • Leaded gasoline <br /> Material Safety Data Sheets (MSDSs) for these products are given in Appendix A. <br /> This HSP contains general safety requirements for excavating and trenching operations and <br /> work performed therein. The requirements are consistent with standards established by the <br /> Occupational Safety and Health Administration (OSHA) and described in 29 CFR 1926.650. <br /> The detailed OSHA standard was effective in January 1990 and should be consulted before <br /> design of a shoring system or questions regarding a sloping option. <br /> This HSP will not be used for confined space entry. It is also not applicable to field work <br /> performed at refineries, sites where spills of chemicals other than the substances listed above <br /> have occurred, sites of unusual hazard, and any other site or activity for which the use of <br /> this plan is identified as inappropriate by the operating unit HSO/HSC. <br /> This HSP is applicable to work involving the removal of underground fuel pipes and storage <br /> tanks only when used with and attached to the American Petroleum Institute API <br /> Recommended Practice 1604, Second Ed. 1987 as revised March 6, 1989, Removal and <br /> Disposal of Used Underground Petroleum Storage Tanks.
