The purpose of this letter -report is to document the underground fuel <br />storage tank (UST) removal procedures, transmit the analytical results of soil <br />samples collected during UST removal, and present our conclusions and recommenda- <br />` tions regarding the potential need for additional site assessment and remedia- <br />tion. The tank was removed from the Color Spot Lodi, Inc. facility located at <br />5400 East Harney Road, Lodi, California (refer to Figure 1 - Site Location Map). <br />The tank removal program was conducted by Jim Thorpe Oil, Inc. (JTO) of Lodi on <br />February 28, 1989 (when the tank was exposed) and March 1, 1989 (when the tank <br />was removed). The tank was removed in the presence of a Staal, Gardner & Dunne, <br />Inc. (SGD) environmental engineer and a San Joaquin Local Health District, <br />.. Environmental Health Division (EHD) inspector (Mr. Harlin Knoll). Copies of the <br />permits obtained to remove the UST are included in Appendix A - Tank Abandonment <br />Permits. <br />BACKGROUND <br />The UST was a 4,000 -gallon capacity, single-wall, steel tank that <br />was not cathodically protected. The tank stored diesel fuel used to fuel Color <br />Spot vehicles. Inventory records regarding fuel throughput are not maintained. <br />The tank was not equipped with a manufacturer's identification tag stating its <br />date of manufacture. Information as to the age of the tank was not available. <br />Color Spot personnel would state no opinion as to whether or not the tank has <br />leaked. <br />FIELD OBSERVATIONS <br />r <br />SGD arrived at the site at 1030 on February 28, 1989, at which time. <br />JTO had not yet begun removal operations. The UST was located in the north <br />central portion of the nursery (refer to Figure 2 - Site Plan) about 15 feet <br />south of the boundary fence and 30 feet west of the entrance gate. The fuel <br />dispenser which was equipped with a suction pump was located on a 3 -foot by 6 - <br />foot concrete slab.
