Staal, Gardner & Dunne, Inc.
S Consulting Engineers and Geologists
G
6. Color Spot, Inc. DRAFTMarch 28, 1989
Post Office Box 5011
V Richmond, California 94805 Reference 88168A
Attention: Mr. Robert Berg
` Chief Financial Officer
Subject: Environmental Services, Underground Storage Tank Removal,
Color Spot Lodi, Inc.
Dear Mr. Berg:
. The purpose of this letter -report is to document the underground fuel
storage tank (UST) removal procedures, transmit the analytical results of soil
samples collected during UST removal, and present our conclusions and recommenda-
` tions regarding the potential need for additional site assessment and remedia-
tion. The tank was removed from the Color Spot Lodi, Inc. facility located at
5400 East Harney Road, Lodi, California (refer to Figure 1 - Site Location Map).
The tank removal program was conducted by Jim Thorpe Oil, Inc. (JTO) of Lodi on
February 28, 1989 (when the tank was exposed) and March 1, 1989 (when the tank
was removed). The tank was removed in the presence of a Staal, Gardner & Dunne,
Inc. (SGD) environmental engineer and a San Joaquin Local Health District,
.. Environmental Health Division (EHD) inspector (Mr. Harlin Knoll). Copies of the
permits obtained to remove the UST are included in Appendix A - Tank Abandonment
Permits.
BACKGROUND
The UST was a 4,000 -gallon capacity, single-wall, steel tank that
was not cathodically protected. The tank stored diesel fuel used to fuel Color
Spot vehicles. Inventory records regarding fuel throughput are not maintained.
The tank was not equipped with a manufacturer's identification tag stating its
date of manufacture. Information as to the age of the tank was not available.
Color Spot personnel would state no opinion as to whether or not the tank has
leaked.
FIELD OBSERVATIONS
r
SGD arrived at the site at 1030 on February 28, 1989, at which time.
JTO had not yet begun removal operations. The UST was located in the north
central portion of the nursery (refer to Figure 2 - Site Plan) about 15 feet
south of the boundary fence and 30 feet west of the entrance gate. The fuel
dispenser which was equipped with a suction pump was located on a 3 -foot by 6 -
foot concrete slab. The slab was pierced by two, 12 -inch diameter holes, one
r
h.. 121 North Fir Street, Suite F • Ventura, California 93001 • (805) 653-5556, FAX (805) 653-5687
