The following is an itemized list of underground storage tank violations that have not <br /> been addressed for FedEx Ground - Tracy as of December 20, 2017. <br /> Open violations from September 18, 2017 inspection <br /> Violation #301 -UST system is not operated to prevent unauthorized release, including spills and overfills. <br /> Fuel piping and filters were observed outside UDC containment on UDC dispensers#1, #2, #3, and #4. The <br /> underground storage tank system shall be operated to prevent unauthorized releases. This issue was previously <br /> cited during the inspection on 0811112016. Immediately take all necessary action to prevent unauthorized releases. <br /> Air pocket inside the brine hose was found inside the Bio Blender sump indicating a lack of communication in the <br /> secondary containment. Liquid was found inside the Under Dispenser Containment(UDC) in UDC#1, #2, #3, #6, <br /> and #7 indicating a leak in the secondary containment. Liquid was found inside the Biodiesel Sump and the diesel <br /> #1 and #2 sumps indicating a leak in the secondary containment. Secondary containment shall be impervious to the <br /> liquid and vapor of the substance contained and constructed to prevent structural weakening as a result of contact <br /> with any hazardous substances released from the primary containment. <br /> Immediately contact a properly licensed, trained„ and certified contractor to make repairs to the UST system under <br /> permit and inspection of the EHD. <br /> Violation #305 -VPH monitoring of the interstitial spaces of the UST system is not maintained. <br /> An air gap in the brine hose from the brine reservoir was observed. Brine level is not high enough to reach the hose. <br /> The monitoring of the liquid level in the interstitial space shall be maintained so that a breach in the primary or <br /> secondary containment is detected before the hazardous substance is released into the environment. Correct <br /> immediately by having a properly licensed, trained, and certified contractor replace the failed component(s) with <br /> functional component(s) and obtain a permit within one business day from the EHD. If the failed component(s) can't <br /> be replaced immediately, there is a possibility that the Bio Diesel Blender UST system may be red tagged to prevent <br /> fuel inputs. <br /> Violation #316 -Secondary containment not constructed to prevent water intrusion (after Jul 2003). <br /> Liquid was observed in the Under Dispenser sumps#1, #2, #3, #4, the bio diesel sump, Diesel 1 STP sump and 2 <br /> STP sump, and the Diesel#1 and#2 fill sumps. Secondary containment shall be constructed to prevent any water <br /> intrusion into the system by precipitation, infiltration, or surface runoff. Immediately remove this liquid, make a <br /> hazardous waste determination per Title 22 hazardous waste regulations, and manage accordingly. Immediately <br /> contact a properly licensed, trained, and certified contractor to address the water intrusion into all the sumps listed <br /> above under permit and inspection of the EHD. <br /> Violation #318 - Leak detector failed to detect a 3.0 gph leak at 10 psi. <br /> The Diesel line leak detector failed to detect a leak when tested. All line leak detectors shall be capable of detecting <br /> a 3-gallon per hour leak at 10 psi. Immediately have a properly licensed, trained, and certified contractor repair or <br /> replace the failed leak detector (LG 113-x listed, if applicable) and obtain a permit within one business day from the <br /> EHD. If the failed leak detector can't be replaced immediately, there is a possibility that the Diesel UST system may <br /> be red tagged to prevent fuel inputs. <br /> Page 1 of 1 <br />
