Pte,
u S Department
of Transportation
Federal Aviation
Administration
June 6, 1986
Jogi Khanna, M.D. Health Officer
San Joaquin County
1601 E. Hazelton Ave., P.O. Box 2009
Stockton, CA 95201
Dear Sir:
ow
FILE COPY
W,%1 wro Pd ,fl[ Hvpion PO Bo, 92007
Worldd, Post,11 Come,
Los Annelv,. CA 90009
As an organization, the Federal Aviation Administration (FAA) is deeply
concerned about environmental issues and continuously strives to protect
that aspect of our nation's wealth. In this pursuit, the FAA has been
ensuring the integrity of its entire underground storage tank inventory by
monthly tank gauging. In support of all of the recently enacted ordinances
governing this subject, the FAA is prepared to implement weekly tank gauging
immediately to fulfill the present monitoring requirements.
In addition to this, the FAA Western -Pacific Region had devised a three year
plan in which all of the underground storage tank requirements can be met.
To date, however, national budgetary consideration for this plan, although
expected, has not been realized. Efforts persist to obtain the required
level of funding needed to address this problem in a comprehensive program
manner.
At this time, the FAA does not have the fiscal resources necessary to comply
with the requirement to remit permit fees or perform tank integrity tests.
As you are probably aware, since the advent of the Gramm-Rudman legislation,
the FAA has been faced with budgetary uncertainty. Prudence in the
management of programs must be emphasized while not derogating the FAA's
mission to air safety. As soon as the funding is made available for
obligation, your office will be contacted, permit fees disbursed, and
arrangements for conducting the required integrity tests will be
consummated.
Please direct your written inquiries to Mr. Robin Wilkerson, FAA,
Maintenance Operations Branch, P.O. Box 92007, WWPC, Los Angeles, CA 90009,
or contact Mr. Wilkerson at (213) 297-1109.
Sincerely,
H. C. McClure
Director
IAM
f0 Yrs d A` T.Mr Cm m,l F.r.t.
