law <br /> MEMO <br /> TO: Mr. Jim Williams, Federal Aviation Administration <br /> FROM: Pam Violett, San Joaquin County Environmental Health <br /> DATE: May 31, 1991 <br /> RE: UGT Closure Plan for 1795 Lindburg, Stockton, CA <br /> Per our telephone conversation today, I am sending you written <br /> confirmation of the items we discussed. The following is a list of <br /> deficiencies that were found upon review of the above referenced <br /> closure plan: <br /> A fire permit must be obtained prior to removal of the <br /> underground tank. This permit should be on-site during the <br /> removal. <br /> 2) Advanced Sciences, Inc. , is the laboratory designated on the <br /> \I closure plan. This lab does not appear on our state certified <br /> 0 list, however, if they are a state certified lab have them send <br /> me the verification of the analyses they are certified to run, <br /> and the methodolgies used to analyze for the applicable <br /> constituents (TPH-D and BTX&E) . <br /> 1�3) Although the site map in the plan does not show where the <br /> (� piping runs are, you stated the product and return lines run <br /> �n from the tank West to the building, and that the vent lines run <br /> the same direction up the side of the building. Please revise <br /> map accordingly. Also, no utility lines are shown on the map. <br /> Before work is started Underground Service Alert (800-642-2444) , <br /> needs to be contacted. --- - <br /> \V4) The plan stated that one sample will be taken from the pit. <br /> O Be advised that this department requires two samples from the <br /> pit when the tank is 1, 000 gallons, and the piping requires <br /> sampling every 20 feet as applicable. Submit this revised <br /> sampling plan in writing. <br /> 5) The plan does not include a Health and Safety plan as required. <br /> V I have enclosed the "Site Safety Plan Guidance Document" to <br /> \ assist in the preparation of the H & S plan. <br /> A compaction report may be required by the County Building <br /> �I Department. Contact Jerry Herzik at the Building Dept. for <br /> clarification. <br /> (� ) Although it is not specified on the plan, it appears that the <br /> tank/piping will not be decontaminated by triple rinsing. If <br /> that is correct, submit a statement in writing to this effect. <br /> t ��� 8) A Combustible Gas Indicator is required on-site before the <br />
