Lindsay St., Stockton Program: UST <br /> SUMMARY OF VIOLATIONS <br /> CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> This is a revised inspection reportThis version supersedes all previous versions. <br /> This is a routine and monitoring certification inspection. The following violations were observed during <br /> this inspection: #9, 11(M1), 17 (M1), 21, and 17 and 21 are repeat violations. <br /> 9. The waste-oil tank (Tank#8) sump sensor failed to go into alarm in liquid when first observed, and <br /> diesel Tank 4 leak detector failed to detect 3-gallon per minute leak. The underground storage tank <br /> system shall be operated to prevent unauthorized releases. (See #11 and#7 for immediate corrective <br /> action requirement) <br /> 11. The waste-oil tank (Tank#8) sump sensor (see above #9)was found lying on its side and not <br /> located at the bottom of the sump to detect a leak at the earliest opportunity. Monitoring equipment <br /> shall be maintained to be able to detect a leak at the earliest possible opportunity. Immediately relocate <br /> this sensor to the lowest point of the sump. Violation was corrected on site. Sensor was retested, <br /> passed, and replaced at proper location. <br /> 17. The diesel Tank#4 line leak detector failed to detect a leak when tested. All line leak detectors shall <br /> be capable of detecting a 3-gallon per hour leak at 10 psi. Immediately have a properly licensed, <br /> trained, and certified contractor repair or replace the failed leak detector (LG 113-x listed, if applicable) <br /> and obtain a permit within one business day from the EHD. If the failed leak detector can't be replaced <br /> immediately, there is a possibility that the UST system may be red tagged to prevent fuel inputs. <br /> 21. Liquid was observed in the waste-oil tank (Tank#8) sump and motor-oil tank (Tank#7) sump. If <br /> water could enter into the secondary containment by precipitation or infiltration, it must be removed and <br /> disposed of properly. Immediately remove this liquid, make a hazardous waste determination per Title <br /> 22 hazardous waste regulations, and manage it accordingly. Ensure that the sump is maintained free <br /> of liquid. Violation was corrected on site. <br /> NOTES <br /> -- Anuual line test was last completed on 9/23/2010. Annual line test is required if there is no automatic <br /> shut-off at the turbine or at the dispenser fH&se-c5 atad Title 23. <br /> — Financial Responsibility and CFO letter is due on 6/30/2011. (Received on 6/28/2011 by mail) <br /> — Please be aware certification or repair reports has to be submitted to EHD within 30 days. <br /> EHD has been informed that the property of this facility has been sold.
