Louise Avenue <br />Manteca, CA 95336 <br />Gray Davis <br />Governor <br />SECOND NOTIFICATION REGARDING COMPLIANCE WITH THE ABOVEGROUND <br />PETROLEUM STORAGE ACT, SPEEDEE OIL CHANGE AND TUNE-UP, SAN JOAQUIN <br />COUNTY <br />Our letter dated 26 May 2000 requested your compliance with the Aboveground Petroleum Storage Act <br />(APSA). Specifically, you were required to register all aboveground petroleum storage tanks at your <br />facility subject to the APSA and pay the appropriate fee to the State Water Resources Control Board <br />(SWRCB). The SWRCB has not received your storage statement and fee. <br />Our letter also asked you to develop a Spill Prevention Control and Countermeasure (SPCC) Plan <br />for your aboveground tanks by 26 July 2000. To date, we have not received your certified SPCC Plan. <br />By 15 December 2000, you are required to submit the SPCC Plan and proof that you have filed the <br />storage statement and fee with the SWRCB. Any operator or owner of a tank facility who fails to <br />comply with the provisions of the APSA may be subject to monetary penalties. <br />If you have any questions regarding these requirements, you may contact G.
