The results are included with this letter. The <br />triennial testing was done October 24, 2011 by Nik Zagorov of ECO-CHEK Compliance. <br />The under -dispenser containment sumps were tested using a hydrostatic test conducted for 60 minutes <br />with a 1116 inch resolution tape measure used for measurement. The test duration of 60 minutes is not <br />adequate for this test when using a tape measure. <br />Secondary containment systems must be tested using a procedure to demonstrate that the system <br />performs at least as well as it did when it was installed. When an underground tank system is installed, <br />under -dispenser containment sumps are usually tested with a 24 hour hydrostatic test using a tape <br />measure to determine any leakage. <br />A hydrostatic test with a shorter duration than 24 hours can be done with a more accurate measurement <br />device than a tape measure. Examples of a more accurate measurement device are the ancon sump <br />tester or Caldwell tester. See the State Water Resources Control Board local guidance letter 160 for <br />more information: http://www.swrcb.ca.gov/water issues/programs/ust/leak_prevention/1gs/160.shtml. <br />Currently, the facility is in violation of Title 23 California Code of Regulations section 2637, "Secondary <br />containment systems ... shall be tested ... every 36 months ..." <br />Contact a qualified, licensed tester to retest the under -dispenser containment sumps using an approved <br />test method.
