Box 2009 PERMIT/SERVICES, <br /> Stockton, CA 95201 <br /> Re: Underground Wastewater Tank <br /> Dear Ms. Cotulla: <br /> Carnation's Stockton California Can Plant at 1815 Navy Drive, was the site of an <br /> underground concrete tank once used for collecting wastewater by the previous <br /> own ation had no use for the underground concrete tank and removed it in <br /> late 1986 i consideration of environmental legislation. <br /> During tank removal and with your supervision, initial soil samples were taken and <br /> analyzed. Results of the analyses indicated some degree of contamination in the <br /> surrounding soil. You further required that we submit a Soil/Water Investigation <br /> Proposal to determine the extent of contamination. <br /> We submitted the proposed Soil/Water Investigation Plan to your office on Feb. 18, <br /> 1987, and since then have provided you with the requested additional information and <br /> have acknowledged, in writing, the (2) revisions that you set forth in the plan. <br /> However, no approval to proceed with the investigation has been received. <br /> We have expressed to you, in several occasions, the intent of Carnation Company Can <br /> Division, is to bring this project to completion and to the satisfaction of your <br /> agency in an expeditious manner. <br /> We believe we have fully met your requirements and therefore I am writing again to <br /> request approval to proceed with the soil/water investigation. <br /> In closing, Carnation would appreciate any guidance or assistance you may be able to <br /> provide in finalizing Carnation's responsibilities for this investigation. <br /> Yours truly, <br /> Oscar M.
