(MARK) is pleased to submit this letter-report summarizing our re- <br /> sampling of the soil conditions beneath three of six former 90-gallon diesel underground storage tanks <br /> (USTs). Two USTs were located in each of three separate schools at the California Department of the <br /> Youth Authority (DYA) Northern California Youth Correctional Center (NCYCC). The schools are <br /> identified as Dewitt Nelson,O.H Close,and Karl Holton. Each school contained two USTs; one west and <br /> one east. Drawing 1 illustrates the facility,UST sites and re-sampling locations. <br /> On January 29, 1998,UST removals were conducted by Vector Three Environmental, Inc. (Vector <br /> 3). Soil sampling was conducted by Advanced GeoEnvironmental,Inc. (Advanced)under the supervision <br /> of Allwest Geoscience,Inc. (Allwest),a subcontractor to Vector 3. Allwest provided the project workplan, <br /> site health and safety plan,and permitting. MARK provided oversight services as a first step in assessment <br /> of potential environmental impacts. Ms. Leticia Briggs, a representative of the San Joaquin County <br /> Environmental Health Department(SJCEHD), was also present. <br /> Sampling and identification procedures were established between the Advanced, MARK and <br /> SJCEHD representatives. Advanced was to collect soil samples from each UST excavation stockpile,the <br /> native soil beneath each excavation, and from each pipeline run. Upon completion of UST removals and <br /> soil sampling, the stockpiles were placed back into its respective excavation. During the UST removal <br /> operations, no visual evidence of TPH-d impacts in either the stockpile soils or the native soils was <br /> observed. Only slight olfactory evidence of TPH-d was noted. <br /> Upon MARK's review of the preliminary analytical results, chain of custody records, and mapped <br /> sample locations, it appeared that some of Advanced's soil sample identifications were contrary to what <br /> 1900 Bates Avenue•Suite K•Concord, CA 94520• (510) 685-MARK (6275) • FAX: (510) 685-2380 <br />
