April 23, 1998 <br /> 96-1113008.80 <br /> State of California <br /> Department of the Youth Authority <br /> Facilities Planning Division <br /> Attention: Ms. Corinda Yep, Chief-Hazardous Materials and Waste Program <br /> Subject: LETTER-REPORT-Re-Sampling of Former Diesel Underground Storage Tank Locations <br /> Northern California Youth Correctional Center <br /> 7650 South Newcastle Road <br /> Stockton, California <br /> Page 7 <br /> stockpiles/backfills of four of the six UST stockpiles/backfills; <br /> ■ Native soil beneath the USTs has not been impacted; <br /> ■ Approximately 60 feet of low permeability soil separates the stockpiles/backfills from <br /> groundwater; and <br /> ■ When strictly following the LUFT manual guidelines, 1,000 mg/kg TPH-d can be left in-place <br /> without threatening groundwater. If soil types are considered, which LUFT does not, it is <br /> reasonable that 10,000 mg/kg could be left in-place, if warranted. <br /> PROFESSIONAL CERTIFICATION <br /> This report has been prepared by The MARK Group, Inc., (MARK) under the professional <br /> supervision of the Principal, senior staff, and consultants whose seals and signatures appear herein. The <br /> findings, interpretations of data, recommendations, specifications or professional opinions are presented <br /> within the limits prescribed by available information at the time the report was prepared, in accordance <br /> with generally accepted professional engineering and geologic practice and within the requirements by <br /> DYA. There is no other warranty, either expressed or implied. <br /> The data and findings of this report are based on the readily available data and information obtained <br /> from public and private sources. Additional studies (at greater cost)may or may not disclose information <br /> which may significantly modify the findings of this report. We accept no liability on completeness or <br /> accuracy of the information presented and or provided to us, or any conclusions and decisions which may <br /> be made by DYA or others regarding the subject Site. <br /> This report was prepared solely for the benefit of DYA. MARK consents to the release of this <br /> report to third parties.
