r y !/ Health and Safety Plan RECEIVEE Underground Tank Program Tank Removal. or MAR 16 2015 Over -Excavation Resample ENVIRONMENTAL HpA7r+r)1Z0aTYn4C%rr INTRODUCTION PURPOSE AND SCOPE The Health and Safety Plan, for underground tank removal/over-excavation provides for the protection of on-site personnel and the surrounding community during site characterization activities. The requirements, specifications and procedures presented with the plan will apply to all personnel on -sire, including employees subcontractors, site visitors and regulatory agency personnel. HAZARD ANA LYSIS The most significant risk associated with petroleum contaminated soil is exposure to aromatic compounds. Skin contact will be eliminated by use of clothing, eye wear, and gloves and theinhalation hazard will be minimized using appropriate respiratory protective devices as determined by on-site air monitoring. The Safety Coordinator/Project Manager will establish an exclusion zone encompassing a 50- foot radius from the word: area. Access Within this zone will be limited to required personnel. Tota organic vapors will be monitored within the exclusion zone using a photoionization detector (PID) caibrared for benzene, the most toxic of the aromatic hydrocarbons. Current enforceable and recommended exposure limitations for potential site contaminants are presented in Table 1. Level D protection will include: • Disposable Tyvek coverall (when in contactwith contaminated material) • Boots with steel toe • Splash goggles or safety glasses • Chemici resistant disposal gloves (when in contact with contaminated materia) Level C protection will be required if PID readings exceeding 10 ppm over background concentration are recorded in the workers' breathing zone. Level C protection will consist of: • Disposable Tvvek coverall • Boots with steel toe • Chemical resistant boot covers • Chemical resistant disposal gloves (inner) • Chemical resistanr outer gloves • MSI-L-VNIOSH approved half -mask air -purifying respirator with dual organic vapor cartridges PID readings exceeding 250 ppm in the workers' breathing zone will require work stoppage and sire evacuation. An explosion -proof fan may be used to vent the work area. _DECONTAMINATION During all held operations, care will be taken to minimize contact with soils and ground water. Drilling spoils and developmental water will be stored on-site for proper treatment or disposal. This will minimize contact and dispersion Of potentially contaminated materials.
