r y <br />!/ <br />Health and Safety Plan RECEIVEE <br />Underground Tank Program <br />Tank Removal. or MAR 16 2015 <br />Over -Excavation Resample ENVIRONMENTAL <br />HpA7r+r)1Z0aTYn4C%rr <br />INTRODUCTION <br />PURPOSE AND SCOPE <br />The Health and Safety Plan, for underground tank removal/over-excavation provides for the protection <br />of on-site personnel and the surrounding community during site characterization activities. The <br />requirements, specifications and procedures presented with the plan will apply to all personnel on -sire, <br />including employees subcontractors, site visitors and regulatory agency personnel. <br />HAZARD ANA LYSIS <br />The most significant risk associated with petroleum contaminated soil is exposure to aromatic <br />compounds. Skin contact will be eliminated by use of clothing, eye wear, and gloves and theinhalation <br />hazard will be minimized using appropriate respiratory protective devices as determined by on-site air <br />monitoring. The Safety Coordinator/Project Manager will establish an exclusion zone encompassing a 50- <br />foot radius from the word: area. Access Within this zone will be limited to required personnel. Tota <br />organic vapors will be monitored within the exclusion zone using a photoionization detector (PID) <br />caibrared for benzene, the most toxic of the aromatic hydrocarbons. Current enforceable and <br />recommended exposure limitations for potential site contaminants are presented in Table 1. <br />PERSONAL PROTECTD a rnrtrn dENT <br />'1 minimum of U.S. EPA level D protection will be required within the exclusion zone for any workers <br />engaged in sample collection or other activities on this site. Level D protection will include: <br />• Disposable Tyvek coverall (when in contactwith contaminated material) <br />• Boots with steel toe <br />• Splash goggles or safety glasses <br />• Chemici resistant disposal gloves (when in contact with contaminated materia) <br />Level C protection will be required if PID readings exceeding 10 ppm over background <br />concentration are recorded in the workers' breathing zone. Level C protection will consist of: <br />• Disposable Tvvek coverall <br />• Boots with steel toe <br />• Chemical resistant boot covers <br />• Chemical resistant disposal gloves (inner) <br />• Chemical resistanr outer gloves <br />• MSI-L-VNIOSH approved half -mask air -purifying respirator with dual organic vapor cartridges <br />PID readings exceeding 250 ppm in the workers' breathing zone will require work stoppage and <br />sire evacuation. An explosion -proof fan may be used to vent the work area. <br />_DECONTAMINATION <br />During all held operations, care will be taken to minimize contact with soils and ground water. Drilling <br />spoils and developmental water will be stored on-site for proper treatment or disposal. This will minimize <br />contact and dispersion Of potentially contaminated materials. <br />
