We also appreciate your prompt response which minimized the impacts, if any, to surface <br /> water. <br /> Your letter states the following: (1) On 25 July, the City of Stockton (City) contacted the Office of <br /> Emergency Services and other related agencies to inform them of the spill; (2) The City has hired <br /> Ramos Oil to do the cleanup; (3) There is no flow in Mormon Slough and no fuel oil entered the <br /> waterway; (4) Cleanup would be completed by.3 August; (5) All separate phase product was removed by <br /> 31 July and placed in two Baker tanks at the Regional Wastewater Treatment Facility. The contents of <br /> the tanks would be analyzed to determine proper disposal; (6) The fill pipe for the underground storage <br /> tank (UST) at 1130 South Pilgrim Street was being sealed; (7) Fire Marshall of the <br /> Stockton Fire Department was working with the San Joaquin County Public Health Services and District <br /> Attorney to address the final disposition of the UST; (8) Ramos Oil would maintain the absorbent booms <br /> at the eastern entrance and west exit of the culvert and at two manholes in the culvert; and (9) The <br /> booms would be monitored weekly and in about 30 days, the culvert would be inspected. The inspection <br /> findings would determine if additional actions are needed. <br /> On 6 August 2001, we visited the site to observe the City's cleanup efforts and determine if additional <br /> cleanup was needed. of your department and and Ms. Mihelle <br /> <br /> cleanup <br /> efforts almost completed. The only remaining actions were removal of residual soil contamination <br /> approximately 50 feet upstream of the eastern entrance of the culvert, disposal of the eastern entrance <br /> soil stockpile, sweeping of the sand used for absorbing residual oil along Pilgrim Street, and disposal of <br /> the sand. We did not see a need for any additional cleanup. However, during our visit, we got the <br /> impression that in addition to the samples of the product collected for finger printing, the City also <br /> collected water samples in Mormon Slough to determine fuel constituent concentrations and their water <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br /> The energy challenge facing Califomia is real.
