Under <br /> that provision, any person who owns or operates an under- <br /> ground storage tank must have a permit for its operation, <br /> issued by a local agency to an owner [ see Section 25284(a) . <br /> All references are to the Health and Safety Code unless <br /> otherwise noted. ] <br /> In reviewing your file , the facts of this case may <br /> be summarized as follows : <br /> Sometime on or before January 22 , 1986 , Energy <br /> Petroleum, Inc. , owned and operated four underground <br /> storage tanks , located at Port Road 21 and M, Port <br /> of Stockton. A fee of $524 . 00 was paid to the Health <br /> District at that time. Thereafter statements were <br /> mailed to Energy Petroleum, Inc . , for the 1987 Permit <br /> ($300 . 00) and the 1988 Permit ($300 . 00) , neither <br /> of which have been paid. <br /> It appears that Energy Petroleum, Inc . , filed <br /> its Voluntary Petition in Bankruptcy on or about <br />
