Box 2009 Stockton, CA 95201 Dear Mr. Crooks: kt � \ During your recent visit to the Owens-Illinois facility in Tracy, you indicated that the in-ground sump which we have designated as the "C" Waste Oil Sump would be subject to monitor requirements unless removed. I indicated my intent to remove this sump from service. The closure plan for this sump follows. All material (liquid oily waste) will be removed from the interior of the <Nncrete walled sump by pumping. The entire sump interior will then be steam cleaned, and all remaining materials will be removed. After removal of all materials, a hole will be jack-hammered in the concrete floor of the sump. A private lab (California Water Lab) representative will then remove a sample of the soil beneath the sump. A copy of the testing report will be sent to your attention. Assuming the test shows that no leak has taken place, the interior of the sump will be filled with sand and pea gravel to within 6" of the top. A permanent 6" thick concrete lid will then be poured in place. After you have had a chance to review this plan, please call me to discuss any questions or to give a verbal approval to the plan as soon as possible. The direct line into my office is 836-8212 .
