Scotts Avenue <br />Stockton, California <br />Dear Ms. Oz: <br />R�Ej � I VE <br />MAR 15 1993 <br />ENVIRONMENTAL LTH <br />MIT/SERV CE, <br />P <br />On February 10, 1993, San Joaquin County Public Health Services (SJCPHS) issued a Notice <br />To Abate for a suspected underground storage tank at the Rotor Blades, Inc. facility in <br />Stockton. The suspected tank may have been improperly abandoned. A map of the facility <br />indicated that the suspected tank may be present at the southwest corner of the site, near the <br />entrance gate. Rotor Blades does not operate an underground storage tank at the site. <br />In the Notice To Abate, SJCPHS requested a closure plan be submitted by March 11, 1993. <br />Since neither the County nor Rotor Blades have much information regarding the tank, it is <br />difficult to prepare a closure plan. <br />Kleinfelder recommends that a backhoe assessment be conducted to evaluate whether or not a <br />tank is present at the site. The backhoe will be used to trench to a maximum depth of 5 feet in <br />an effort to expose the tank, piping, or backfill material. If a tank is encountered, an attempt <br />will be made to determine the type, size and contents. At that time, the area will be blocked <br />off, Rotor Blades will prepare a closure plan, and obtain a permit for the proper removal of <br />the tank. If the presence of a tank is not indicated, the backhoe test pits or excavations will be <br />backfilled. It is Kleinfelder's understanding that additional assessment or sampling of the area <br />will not be required if a tank is not indicated during the backhoe assessment. <br />Kleinfelder will coordinate a date and schedule a site inspection with SJCPHS. There will be <br />an hourly charge of $78 for SJCPHS services.
