• <br /> J. H. KLEINFELDER & ASSOCIATES <br /> The San Joaquin Local Health District will be notified 24 hours in advance <br /> of the actual tank removal. <br /> During tank removal, periodic examination of the backfill material will be <br /> conducted for possibility of contaminated soil. In the event soil <br /> contamination is encountered, the affected soil will be isolated on a <br /> sheet of 10 mil black visquine. A disposition of contaminated soil will <br /> be negotiated with the appropriate regulatory agencies. <br /> TANK CLEANING <br /> After the tank is securely set on grade and all plugs removed, on—site <br /> pressure washing of the tank will be performed as specified in NFPA 327. <br /> The procedure incorporates a triple—rinse of a water and tri—sodium <br /> phosphate (TSP) solution. A minimum of 55 gallons of rinseate will be <br /> used. Rinseate along with any residual liquid from the tank, will be <br /> removed from the tank and contained in D.O.T.-17E drums, sealed, and <br /> removed at a later date by a EPA licensed waste hauler for disposition at <br /> an approved disposal facility. The tank will be determined clean after <br /> sufficient washing action and examination of rinseate by an on—site <br /> environmental specialist. A letter of certification will be issued by the <br /> contractor declaring the tank was decontaminated in accordance with <br /> approved procedures. Once the tank has been certified clean, it will be <br /> hauled away from the site by Tilford Brothers and disposed of as scrap <br /> metal. <br /> SOIL SAMPLING AND ANALYSES <br /> A sample of the native soil beneath the tank will be collected by an <br /> experienced JHK&A Geologist. The sealed sample will be immediately stored <br /> in an iced cooler and at the end of the removal operations, the soil <br /> sample will be delivered under chain—of—custody to California Analytical <br /> Laboratories/ENSECO in West Sacramento, California. The sample will be <br /> chemically analyzed for volatile aromatics (benzene, toluene, xylene) by <br /> EPA Method 8020, total petroleum hydrocarbons by GC—FID, and total lead. <br /> A "Release of Information Authorization" form has been signed by Mr. Terry <br /> S. Ullman of Valimet, Inc. and is included in this closure plan. <br /> Analytical results will be transmitted to the San Joaquin Local Health <br /> District by Valimet upon its receipt from the analytical laboratory. <br /> 28:759 2 <br />
