Cotulla: <br /> Jaime Favila and I have been unable to catch each other by <br /> phone for a couple of weeks now, despite each of our attempts to <br /> do so . I was able to contact Kasey Foley this afternoon and I <br /> discussed with her our present status regarding our fuel tank <br /> dilemma . I outlined for her our plans for :solving our problems <br /> with our fuel tank . While she seemed supportive of my plan, she <br /> said any approvals should come from you. She further suggested I <br /> address a letter to you so that you will be advised of our <br /> intensions . <br /> We have a 10 , 000 gallon diesel fuel tank at our <br /> transportation facility to store fuel for our bus fleet . In <br /> December of 1988 we received word from Precision Industries that <br /> our annual test of that tank failed . I had our crew remove the <br /> concrete from the tank area and we began testing the suction, <br /> fill, and vent lines . The tests showed the lined to be sound . <br /> We recalled the testing company for an inspection of the tank and <br /> reinspection . A small leak was discovered on the fill bung of <br /> the tank . <br /> I contacted a repair company to fix the leak . I then had <br /> Precision Industries retest the tank . Again it failed . The <br /> repair on the fill bung was not holding . This happened two more <br /> times until the fill bung was finally repaired. Again we <br /> arranged for the tank to be tested and again it failed . <br /> At this point we have determined to remove the tank and <br /> install a new one, after arranging for permits and inspections <br /> from your office , of course . My initial desire was to install <br /> .above ground tanks , however, after talking with Brooke <br /> Cunningham , Fire Marshall , I was advised that our location <br /> prevented such tank installation . <br />
