Box 1257 <br /> San Ramon, California 94583 <br /> Subject: ARCO Service Station No. 4932 <br /> 16 East Harding Way <br /> Stockton, California 95204 <br /> Dear Mr. Morescalchi: <br /> The San Joaquin County Environmental Health Department (EHD) has received and <br /> reviewed Case Closure Request, dated 8 November 2013, prepared and submitted by your <br /> consulting firm, Broadbent & Associates Inc. (Broadbent), on your behalf for the above- <br /> referenced site. In Case Closure Request, Broadbent reported that approximately 24,319 <br /> pounds of total petroleum hydrocarbons as gasoline (TPH-g), 106 pounds of benzene and <br /> 1,897 pounds of methyl tertiary-butyl ether (MTBE) had been removed by dual-phase <br /> extraction that included soil vapor and groundwater extraction. Although the current mass of <br /> contaminants of concern remaining is soil was not calculated, Broadbent estimated that <br /> approximately 0.0004 pounds of benzene, 0.33 pounds of MTBE, and 0.057 pounds of <br /> 1,2-dichloroethane (1,2-DCA) remain in groundwater at the site. <br /> Included in Case Closure Request was an evaluation of site conditions in the context of the <br /> Low Threat Closure Policy (LTCP) adopted by the State Water Resources Control Board on <br /> 17 August 2012. Based on the information presented in Case Closure Request, Broadbent <br /> concluded that this site should be moved to closure. <br /> The EHD concurs with the closure recommendation presented by Broadbent and has <br /> discussed this site with the Central Valley Regional Water Quality Control Board (Regional <br /> Board). The EHD is preparing a Case Closure Summary to submit to the Regional Board <br /> for closure notification. The Regional Board will have thirty days to respond to the closure <br /> recommendation by the EHD. <br /> The EHD directs that all monitoring and sampling at this site be suspended while the site is <br /> being considered for closure. <br /> As required by the LTCP, please notify "municipal and county water districts, water <br /> replenishment districts, special act districts with groundwater management authority, <br /> agencies with authority to issue building permits for land affected by the petroleum release, <br />
