Harding Way <br /> Stockton CA 95470 <br /> San Joaquin County Environmental Health Department(SJC/EHD)has reviewed `Revised <br /> Remedial Action Plan and Work Plan for Ozone Sparge Well Installation"dated February 9, 2004 <br /> that was submitted on your behalf by SECOR International Incorporated (SECOR)and has the <br /> following comments. <br /> The original remedial action plan (RAP)for this site was approved for the installation of a soil <br /> vapor extraction system onsite, and a groundwater extraction system both onsite and extending <br /> offsite. The onsite remediation systems were started in June 2003. Interim remediation of batch <br /> extraction has been conducted on the offsite groundwater extraction wells on a weekly basis <br /> since September 2003, pending the installation of extraction piping under Harding Way to <br /> connect the offsite wells to the onsite extraction system. Continued complications in attempting <br /> to engineer the installation of extraction piping under Harding Way, and low recovery rates in the <br /> offsite extraction wells noted during the interim batch extraction events, has led to consideration <br /> of an alternative method for remediation of the groundwater contamination extending offsite. <br /> SECOR is proposing to install an ozone sparge system to target the offsite groundwater <br /> contamination. Six ozone sparge points will be installed, at thirty-foot centers, to total depth of 40 <br /> feet below surface grade(bsg). The proposed locations of the sparge points, in a line along the <br /> north side of Harding Way, were chosen to place them within the offsite plume of contaminated <br /> groundwater, and to create a barrier to inhibit the continued offsite migration of the plume. <br /> SJC/EHD approves the revised RAP for the installation of an ozone injection system. Please <br /> proceed with submittal of a San Joaquin County well permit application and required $89.00 <br /> permit fee. Copies of required encroachment permits and/or access agreements must be <br /> submitted with the application. Please note that 48 hours notice to SJC/EHD is required prior to <br /> all site fieldwork, and a report of findings must be submitted to SJC/EHD within 60 days following <br /> completion of the work.
