Harding Way
Stockton CA 95470
San Joaquin County Environmental Health Department(SJC/EHD)has reviewed `Revised
Remedial Action Plan and Work Plan for Ozone Sparge Well Installation"dated February 9, 2004
that was submitted on your behalf by SECOR International Incorporated (SECOR)and has the
following comments.
The original remedial action plan (RAP)for this site was approved for the installation of a soil
vapor extraction system onsite, and a groundwater extraction system both onsite and extending
offsite. The onsite remediation systems were started in June 2003. Interim remediation of batch
extraction has been conducted on the offsite groundwater extraction wells on a weekly basis
since September 2003, pending the installation of extraction piping under Harding Way to
connect the offsite wells to the onsite extraction system. Continued complications in attempting
to engineer the installation of extraction piping under Harding Way, and low recovery rates in the
offsite extraction wells noted during the interim batch extraction events, has led to consideration
of an alternative method for remediation of the groundwater contamination extending offsite.
SECOR is proposing to install an ozone sparge system to target the offsite groundwater
contamination. Six ozone sparge points will be installed, at thirty-foot centers, to total depth of 40
feet below surface grade(bsg). The proposed locations of the sparge points, in a line along the
north side of Harding Way, were chosen to place them within the offsite plume of contaminated
groundwater, and to create a barrier to inhibit the continued offsite migration of the plume.
SJC/EHD approves the revised RAP for the installation of an ozone injection system. Please
proceed with submittal of a San Joaquin County well permit application and required $89.00
permit fee. Copies of required encroachment permits and/or access agreements must be
submitted with the application. Please note that 48 hours notice to SJC/EHD is required prior to
all site fieldwork, and a report of findings must be submitted to SJC/EHD within 60 days following
completion of the work. If you have any questions or comments please call Lori Duncan at
(209)468-0337.
Donna Heran, REHS, Director
Environmental Health Department
Lori Duncan, Senior REHS Nuel C.
