4 . . <br /> RECEIVE® <br /> MAR 112014 <br /> PUBLIC NOTICE ENVIRONMENTAL HEALTH <br /> Fact Sheet PERMIT/SERVICES <br /> Pending Case Closure for Leaking Underground Storage Tank Site <br /> Broadbent & Associates, on behalf of the San Joaquin County Environmental Health Department <br /> (SJCEHD), invites public comment regarding the consideration by the SJCEHD to grant regulatory <br /> closure for the leaking underground storage tank (LUST) case at the below subject site (Site). <br /> SUBJECT SITE: <br /> Site Name: ARCO Station No. 4932 GeoTracker Global ID No. T0607700237 <br /> Site Address: 16 E. Harding Way, Stockton SJCEHD Site Code: 1136 <br /> PUBLIC COMMENT PERIOD: 60 Days— February 27 — April 27, 2014 <br /> CASE SUMMARY: <br /> The SJCEHD, in cooperation with the property owner, Ms. Sukhwinder Kaur, the responsible party, <br /> Atlantic Richfield Company (a BP affiliated Company), and environmental consultant, Broadbent & <br /> Associates, Inc., have evaluated soil and groundwater conditions, and health concerns at the subject Site <br /> resulting from historical unauthorized releases of gasoline from an underground storage tank (UST) <br /> system and from fueling operations. The UST system, consisting of three 12.000 gallon USTs and <br /> associated piping, were removed from the Site during the facility upgrades conducted in 1999. <br /> Soil and groundwater investigation and monitoring were conducted from May 1999 to December 2013. <br /> Gasoline hydrocarbons were detected in on-site soil and in on-site and off-site groundwater. Active <br /> remediation of soil and groundwater was conducted during this period. On the basis of groundwater <br /> monitoring and previous and current investigations, the SJCEHD concluded that the Site status is <br /> protective of the environment and of human health for current and future Site use and for adjacent off-site <br /> areas. Water Quality Objectives have been achieved in 14 of the 29 wells that were being monitored. <br /> WOO in most of the remaining wells are estimated to be achieved by 2035 through natural degradation <br /> processes. <br /> The SJCEHD has submitted a Case Closure Summary to the Regional Water Quality Control Board. <br /> After receipt of notification that all case closure activities have been completed and all comments <br /> received from the public have been addressed, the SJCEHD intends to issue a No Further Action <br /> Required letter for the subject Site if appropriate. <br /> WHERE TO GET MORE INFORMATION <br /> Site information can be obtained from the GeoTracker website at http://geotracker.waterboards.ca,gov/. <br /> Upon written request, the Site case file is available for review at the SJCEHD office located at 1868 East <br /> Hazelton Avenue, Stockton, California 95205.
