s <br /> PUBLIC HEALTH SERVICES (C'4 <br /> OPp� N <br /> SAN JOAQUIN COUNTY ? 2` <br /> ENVIRONMENTAL HEALTH DIVISION <br /> Karen Furst, M D , M PH., Health Officer <br /> 304 East Weber Avenue, Third Floor - Stockton, CA 95202 <br /> 4CrFo�c' v <br /> 2091468-3420 C (OPY <br /> PAUL SUPPLE <br /> ARCO PRODUCTS COMPANY MAY Z 0 1999 <br /> P O BOX 6549 <br /> MORAGA CA 94570 <br /> RE ARCO #4932 SITE CODE 1136 <br /> 16 E Harding Way <br /> Stockton, CA 95204 <br /> San Joaquin County Public Health Services, Environmental Health Division <br /> (PHS/EHD) has reviewed the "Work Plan for Soil Sampling During Product Line <br /> Removal Activities" dated April 13, 1999, that was submitted by SECOR <br /> International Inc on behalf of the above referenced site and has the following <br /> comments for your consideration <br /> The work pian presents a brief description of soil sampling activities anticipated to <br /> take place during work to upgrade the dispensers and product lines to meet the <br /> 1998 Underground Storage Tank (UST) Standards Compliance sampling of sods <br /> beneath the dispensers and piping will take place as per established regulatory <br /> guidelines If contaminated sods are encountered, SECOR proposes to do a <br /> limited over-excavation, up to 200 cubic yards <br /> In a phone conversation on May 6, 1999, SECOR informed PHSIEHD that the <br /> planned activities at this site have expanded to include a complete removal of all <br /> tanks, piping and dispensers PHSIEHD was further informed that over- <br /> excavation activities will not actually occur at the time the tank system is removed, <br /> but will be initiated at a later date if analytical results from the compliance soil <br /> sampling verifies a petroleum hydrocarbon contamination problem at this site <br /> The tank system removal work shall take place in accordance with the Tri- <br /> Regional Board Staff Recommendations for Preliminary Evaluation and <br /> Investigation of Underground Tank Sites, and under permit and inspection by the <br /> PHSIEHD Unit III Investigator assigned to this site <br /> PHSIEHD approves the use of limited over-excavation, should soil sample <br /> analysis confirm that petroleum hydrocarbon contamination has impacted this site <br /> Soil samples will be collected from the bottom and sides of the over-excavation <br /> and analyzed for the presence of total petroleum hydrocarbons as gas (TPHg), <br /> A Dn ision of San loaquin Counh Health C..re Services <br /> 4 _ _ <br />
