gt� VWLLt LA,&K ,,CN <br /> San Joaquin�llalley �' � imeXc . <br /> AIR POLLUTION CONTROL DISTRICT 3 Z Av-rO cis,(£rz- Cie-CL <br /> S iLy- t -r0v�'/, CA ci52i2- <br /> COMPLIANCE ASSISTANCE BULLETIN <br /> March 2008 <br /> TESTING REQUIREMENTS FOR PHASE Il EXEMPT ABOVEGROUND <br /> GASOLINE STORAGE CONTAINERS <br /> On December 20, 2007, the Governing Board of the San Joaquin Valley Air Pollution Control <br /> District (District) adopted amendments to District Pule 4621 — Gasoline Transfer into <br /> Stationary Storage Containers, Delivery Vessels, and Bulk Plants. Prior to the adopted <br /> amendments, aboveground gasoline storage containers that were exempt from Phase II vapor <br /> recovery system requirements were not required to perform periodic vapor recovery <br /> performance testing. In accordance with Section 5.4.5 of the amended rule, all aboveground <br /> gasoline storage containers subject to the requirements of Rule 4621, which do not serve a <br /> loading rack at a gasoline bulk plant, are now required to perform and pass a TP-201.38 Static <br /> Leak Decay performance test at least once every 36 months (no more than 30 days before or <br /> after the required performance test date) regardless of if the subject containers are exempt <br /> from Phase II vapor recovery system requirements. <br /> If the subject aboveground gasoline storage container has not passed a TP-201.313 Static <br /> Leak Decay performance test, which was scheduled with the District, in the past 36 months, <br /> then the required testing must be scheduled, performed, and passed by no later than June 20, <br /> 2008. <br /> WHAT SHOULD YOU DO? <br /> Contact a certified vapor recovery testing company to perform the required testing. Please <br /> note that the testing must be formally scheduled with the District at least 7 calendar days prior <br /> to performing the testing.
