1 <br /> -;0, During the April 7, 2006 inspection, a review of manifest #243245758 dated <br /> 10/03105 showed that RCRA waste was disposed of and did not have a land disposal <br /> restriction statement prepared. <br /> Title 22,CCR 66273.19 Tracking Universal Waste shipments. <br /> (a) Receipt of shipments. A small quantity handler of universal waste shall keep a record <br /> of each shipment of universal waste received at the facility. The record may take the <br /> form of a log, invoice, manifest, bill of lading, or other shipping document. The <br /> record for each shipment of universal waste received shall include the following <br /> information: <br /> (1) The name and address of the originating universal waste handler or foreign <br /> shipper from whom the universal waste was sent; <br /> (2) The quantity of each type of universal waste received (e.g., batteries, thermostats, <br /> lamps,mercury switches, etc.); <br /> (3) The date of receipt of the shipment of universal waste. <br /> (b) Shipments off-site. A small quantity handler of universal waste shall keep a record of <br /> each shipment of universal waste sent from the handler to other facilities. The record <br /> may take the form of a log, invoice, manifest, bill of lading or other shipping <br /> document. The record for each shipment of universal waste sent shall include the <br /> following information: <br /> (1) The name and address of the universal waste handler, destination facility, or <br /> foreign destination to whom the universal waste was sent; <br /> (2) The quantity of each type of universal waste sent (e.g., batteries, thermostats, <br /> lamps,mercury switches, etc.); <br /> (3)The date the shipment of universal waste left the facility. <br /> (c) Record retention. <br /> (1) A small quantity handler of universal waste shall retain the records described in <br /> subsection (a) of this section for at least three years from the date of receipt of a <br /> shipment of universal waste; <br /> (2) A small quantity handler of universal waste shall retain the records described in <br /> subsection (b) of this section for at least three years from the date a shipment of <br /> universal waste left the facility. <br /> 4 Universal waste disposal records for the last three years were not found onsite <br /> during the June 28, 2005 inspection. <br /> Title 22, CCR 66273.15 Small quantity generator had universal waste onsite for <br /> more than one year. A small quantity handler of universal waste may accumulate <br /> universal waste for no longer than one year from the date the universal waste is <br /> generated, or received from another handler, unless the requirements of subsection (b) of <br /> this section are met. <br /> 4 During the June 4, 2004 inspection, a 5-gallon container of used batteries was <br /> observed without an accumulation start date marked. During the April 7, 2006 <br /> inspection, a 5-gallon container of used alkaline and ni-cad batteries was observed to <br /> have an accumulation start date of 12/01/03. <br /> 9 <br />
