Box 2009
Stockton, California 95201
Re: Disposal of Creosote Treated Wood at the North County Sanitary
Landfill, Facility No. 39-AA-0022
Dear Mr. Valinoti:
Thank-you for the opportunity to comment on the proposal to dispose
of creosote treated wood timbers at the North County Sanitary
Landfill (Facility No. 39-AA-0022) . The information forwarded to
Board staff indicates that the creosote treated timbers are from a
Santa Fe Railway trestle that dates from the 1930 's and that these
timbers have not been retreated with preservative chemicals. Board
staff concur with correspondence dated 12/14/92 from Jon Marshack
of the Regional Water Quality Control Board that states, " . .treated
wood which has been in service for a significant number of years
and has not been retreated poses little or no threat to water
quality if discharged to a Class III landfill that is in compliance
with waste discharge requirements adopted by this Regional Water
Board pursuant to Title 23 , California Code of Regulations,
Division 3 , Chapter 15. 11 Board staff support your requirement to
dispose of the treated timbers at the lined Class III North County
Sanitary Landfill.
As always, this office is available to assist you. If you have
questions or comments regarding the content of this letter, please
call me at 916-255-2471.
Sincerely,
B.P.
