Box 599
Lodi,CA 95241
DISPOSAL OF CREOSOTE TREATED WOOD FROM SANTA FE RAILWAY CO.,
ORWOOD BRIDGE SITE
This letter is in response to your letter of 10 December 1992 regarding disposal of creosote
treated wood timbers from a Santa Fe Railway trestle. We concur with your intention to
dispose of creosote treated wood timbers installed in the 1930's and earlier, into a Class
III landfill in San Joaquin County, as long as the material has not been recently re-treated
with preservative chemicals. It is our position that treated wood which has been in
service for a significant number of years and has not been retreated poses little or no
threat to water quality if discharged to a Class III landfill that is in compliance with waste
discharge requirements adopted by this Regional Water Board pursuant to Title 23,
California Code of Regulations, Division 3, Chapter 15.
Your letter also listed L&D Landfill in Sacramento as a candidate for disposal of the
timbers. L&D Landfill is classified as a Limited Class III landfill. Due to its location in a
gravel formation, this landfill has a water quality protection potential below that of a
normal Class III landfill unit. For this reason, waste discharge requirements for L& D
limit the types of wastes acceptable for discharge. Therefore, L&D Landfill is not a
suitable facility for the disposal of the Santa Fe trestle timbers.
We will not address your intention to dispose of more recently installed or treated
timbers in the B.F.I. Class II landfill in Livermore, since that waste management facility is
not regulated by this Regional Water Board. For information on the B.F.I. Landfill,
contact the San Francisco Bay Regional Water Quality Control Board in Oakland at
(510) 286-1255.
Please call me at(916) 255-3123 if you have questions regarding the content of this letter.
l/ Jon B.
