RESPONSE TO DEFICIENCY # 47
As a result of the SJC Environmental Health Department inspection completed
June 28, 2007, we have the following response to deficiency #47. In which you
referenced an Emergency Coordinator(s) be identified in our Hazardous
Material/waste Contingency Spill Plan for un-expected disaster events including
fire, explosion, releases of hazardous substances. See attached policy.
Also as a point of reference a consistent universal," Red" binder (Emergency
Management Response Plan) is present in every department which documents
the processes to follow in the event of an emergency. This plan is used by all
employees of St. Joseph's Medical Center as a guideline for response to
emergencies which may overwhelm routine hospital operations. It is structured
so that each employee can determine his or her role in the event of any situation
where the hospital must respond to a disaster or emergency, either within our
hospital or in our community. It has been designed using the Hospital
Emergency Incident Command System (HEICS), which employs a logical
management structure, defined responsibilities, clear reporting channels, and a
common nomenclature to help unify hospitals with other emergency responders.
It is the intent of the Emergency Management Committee (an active ongoing
committee chaired by the Medical Center's appointed Safety Officer) to maintain
this plan to be understandable and "user-friendly" for all employees. The plan is
meant to address a myriad of scenarios, and to be flexible for the uniqueness of
each situation. The plan is intended to be a dynamic document with ongoing
evaluation and improvement.
Our Hospital Wide Emergency Management Plan provides for an organized
response to any emergency that taxes the hospital's resources and ability to
provide service. This plan should be used by all employees of St. Joseph's
Medical Center as a guideline for response to emergencies that may overwhelm
the hospital. This plan is intended to provide a framework to allow the organized
response to anything from a small multiple casualty incidents which may bring 4-
5 patients to the Emergency Department, to a large-scale internal disaster
situation, such as an explosion, fire, chemical release, earthquake or flood.
