RESPONSE TO DEFICIENCY # 47 <br /> As a result of the SJC Environmental Health Department inspection completed <br /> June 28, 2007, we have the following response to deficiency #47. In which you <br /> referenced an Emergency Coordinator(s) be identified in our Hazardous <br /> Material/waste Contingency Spill Plan for un-expected disaster events including <br /> fire, explosion, releases of hazardous substances. See attached policy. <br /> Also as a point of reference a consistent universal," Red" binder (Emergency <br /> Management Response Plan) is present in every department which documents <br /> the processes to follow in the event of an emergency. This plan is used by all <br /> employees of St. Joseph's Medical Center as a guideline for response to <br /> emergencies which may overwhelm routine hospital operations. It is structured <br /> so that each employee can determine his or her role in the event of any situation <br /> where the hospital must respond to a disaster or emergency, either within our <br /> hospital or in our community. It has been designed using the Hospital <br /> Emergency Incident Command System (HEICS), which employs a logical <br /> management structure, defined responsibilities, clear reporting channels, and a <br /> common nomenclature to help unify hospitals with other emergency responders. <br /> It is the intent of the Emergency Management Committee (an active ongoing <br /> committee chaired by the Medical Center's appointed Safety Officer) to maintain <br /> this plan to be understandable and "user-friendly" for all employees. The plan is <br /> meant to address a myriad of scenarios, and to be flexible for the uniqueness of <br /> each situation. The plan is intended to be a dynamic document with ongoing <br /> evaluation and improvement. <br /> Our Hospital Wide Emergency Management Plan provides for an organized <br /> response to any emergency that taxes the hospital's resources and ability to <br /> provide service. This plan should be used by all employees of St. Joseph's <br /> Medical Center as a guideline for response to emergencies that may overwhelm <br /> the hospital. This plan is intended to provide a framework to allow the organized <br /> response to anything from a small multiple casualty incidents which may bring 4- <br /> 5 patients to the Emergency Department, to a large-scale internal disaster <br /> situation, such as an explosion, fire, chemical release, earthquake or flood. <br />
