The Wastewater Treatment Unit Area was located in an epoxy coated pit approximately
20 feet deep by 50 feet wide and 150 feet long. All waste water was treated in plastic
compatible tanks followed by a solids press operation. The tank system included five
tanks on individual concrete pedestals. All piping associated with the treatment process
was above ground and monitored by visual observations. Solid waste generated from the
process was stored in 55 -gallon drums and transferred to the Hazardous Waste Storage
Pad (SWMU No. 4) for temporary on-site storage prior to off-site disposal. The
Wastewater Treatment Unit was operated by Shinko between 1982 and 1990. The all
tanks, piping and supporting equipment associated with SWMU No. 5 have been removed
and inactive since closure of Shinko operations in 1991.
SWMU No. 6 - Former Bulk Chemical Storage Area
The Former Bulk Chemical Storage Area was used for storage of chemicals used to
process metals, decontaminate freshwater, and treatment of wastewater in support of
Shinko operations. SWMU No. 6 was located north of the facility, and between the
adjoining SWMU No. 4 to the east and the adjoining SWMU No. 5 to the west (see Figure
2). The Wastewater Treatment Unit Area was located in an epoxy coated pit
approximately 25 feet deep, 50 feet wide and 150 feet long. All piping, tanks (13 poly
tanks ranging in size from 564 gallons to 9,000 gallons) and support equipment
associated with the former bulk chemical storage area was located above ground and
monitored by visual observations. SWMU No. 6 was operated by Shinko between 1982
and 1990. All tanks, piping and supporting equipment associated with SWMU No. 6 have
been removed and inactive since closure of Shinko operations in 1991.
SWMU No 7 - Underground Holding Tank at the Pre -Sewer Discharge Sump Area
The underground holding tank at the pre -sewer discharge sump was used to discharge
treated wastewater in support of Shinko, OIT and AIT operations. SWMU No. 7
wastewater inlet is located near the northeastern corner of the facility, with the discharge
point into the City of Manteca industrial sewer line located under Carnegie Street. The
vault is epoxy coated concrete with a secondary containment system. The holding tank
and pre -sewer discharge sump was used by Shinko between 1982 and 1991; by OIT
between 1995 and 1998 and then by AIT between 1998 and 2003. Decommissioning of
waste and products associated with SWMU No. 7 was conducted by Safety Clean under
the oversight of SJCEHD.
AOC No. 1 — Monitoring Wells (MW) No. 1 No. 2 and No. 3
Three ground water monitoring wells (MW -1, MW -2 and MW -3) were installed at the Site
in the early 1990s, as part of a subsurface investigation conducted by Shinko. The wells
were reportedly sampled semi-annually as part of the secondary containment system
monitoring, until approximately 1999. The monitoring wells were not destroyed following
the investigation, and were rediscovered in a subsequent investigation. Following
completion of the 30 -day public review and comment period, the three monitoring wells
were destroyed on March 13, 2013 under permit and oversight by the SJCEHD. Final
inspection and approval was provided by SJCEHD on March 18, 2013.
AOC No 2 — Elegant Surfaces Temporary Chemical Storage Area
An area used for drum and container storage was observed during the October 2012 site
visit. The area was located near the northern property boundary, north of the Resin Press
Area. Several of the drums were noted to be empty, while others were storing waste
Statement of Basis for Former Advanced Interconnect Technologies, Inc. Facility Page 8 of 15
