Based on a review of historical documents, the property was first developed in 1977, and <br />was occupied by Moduline Industries, Inc., a mobile home manufacturing company. The <br />property was purchased by Shinko Electric America, Inc. (Shinko) in 1982, at which time a <br />fixed waste water treatment system was constructed adjoining the northern end of the <br />main building. Shinko utilized the facility to stamp and plate lead -frames used in the <br />assembly of semiconductors, from 1982 until operations ceased in 1990. Wastewater <br />treatment was conducted under a permit from the City of Manteca. Later operations were <br />conducted with a permit by rule (PBR) under notification for permitting (CAD070889142) <br />from the California Department of Health Services (DHS). <br />After Shinko ceased operations, and completed closure of their production facility, Shinko <br />proceeded with closure of the PBR with the San Joaquin County Environmental Health <br />Department (SJCEHD), through an underground storage tank closure permit inspection <br />report, and under a building/public works permit with the City of Manteca (finalized June <br />6, 1991). A noted memorandum from the DHS Toxic Substances Control Program, dated <br />July 31, 1990, indicated that DHS acknowledged the process, and that DHS would need <br />not review or issue approval of a permit closure based on the oversight by the SJCEHD <br />and the City of Manteca. <br />Property records indicate that the property was vacant from October 1994 to November <br />1995. Between November 1995 and October 1998, the eastern portion of the property <br />had been leased by Olin Corporation as Olin Interconnect Technologies (OIT) from John <br />and Kristie Polimeno and Concord General Corporation. On October 23, 1998, AIT <br />entered into a sublease agreement with CIT. Operations in the western portion of the <br />building structure were by Elegant Surfaces, makers of cultured marble/stone products. <br />AIT conducted the similar on-site operation as OIT. Wastewater was processed through <br />an above ground fixed wastewater treatment system, constructed directly adjoining the <br />northern end of the main building. A PBR was requested by OIT on May 11, 1995, and a <br />permit was issued by DTSC on July 25, 1995 (CAR0000002279). <br />Currently, the Site is an approximately 7.16 -acre parcel developed with a steel pre- <br />engineered warehouse -type building constructed in 1977. Three side structures have <br />since been attached for office space and a cafeteria. The Site includes a water treatment <br />system (inactive since 2004), designed to process city well water into filtered DI water, and <br />the on-site of recycling of process water. Effluent reclamation included heavy metal <br />recovery, cyanide removal, with a sludge press and dryer. The western side of the Facility <br />continued to be occupied by Bishop Industries doing business as Elegant Surfaces and <br />Stone Center of California until late 2012. Elegant Surfaces and Stone Center of <br />California businesses are closed and no business is being conducted at the Site. <br />3. ENVIRONMENTAL SETTING <br />The property is situated within the Great Valley Geomorphic Province of California, a <br />large, elongate, northwest trending, asymmetric structural trough. The Great Valley <br />Province has been filled to its present elevation with thick sequences of sediment ranging <br />in age from Jurassic to Recent, creating a nearly horizontal alluvial plain, extending from <br />the Tehachapi Mountains in the south to the Klamath Mountains in the north. Western <br />and eastern boundaries of this province are comprised of the California Coast Range and <br />Statement of Basis for Former Advanced Interconnect Technologies, Inc.
