Revised Preliminary Endangerment Assessment Work Plan <br />Former RV CIRCUITS FACILITY <br />916 South Center Street, Stockton, California <br />1.0. INTRODUCTION <br />At the request of Mr. John Hinkel, owner of the above -referenced property, Advanced <br />GeoEnvironmental, Inc. (AGE) has prepared this Revised Preliminary Endangerment Assessment <br />Work Plan for the former RV Circuits facility. This revised work plan incorporates the comments <br />of the Department of Toxic Substances Control (DTSC) reagrding the original work plan of 30 May <br />2000. This work plan includes a sampling plan and a site safety plan. The scope of work is to collect <br />samples of various media on the site for laboratory analysis to assess for metals -impacted soil and/or <br />ground water on the site. The location of the site is illustrated in Figure 1. A plan view of the site is <br />illustrated on Figure 2. <br />This work plan has been prepared utilizing Preliminary Endangerment Assessment Guidance <br />Manual, prepared by the California Environmental Protection Agency - Department of Toxic <br />Substances Control (DTSC) as a guideline for this subsurface investigation. The scope of work <br />presented in this work plan is an outgrowth of a scoping meeting held at the site on 14 March 2000 <br />between representatives of the DTSC, AGE, Mr. John Hinkel and the County of San Joaquin Public <br />Health Services - Environmental Health Division (PHS-EHD). <br />2.0. BACKGROUND <br />According to Sanborn Fire Insurance Maps issued in 1895, 1917 and 1950, the subject site was <br />utilized for various domestic structures. The 1972 Sanborn Map shows what appears to be the <br />commercial structure currently occupying the site, which was utilized as an auto painting facility. <br />The structure had concrete floors; no storage of hazardous materials was noted on the map. <br />Selected Haines Directories for Northern San Joaquin Valley, issued between 1971 and 1998 and <br />selected Polk Directories issued between 1912 and 1967 were reviewed at the San Joaquin County, <br />Caesar Chavez Library in Stockton to compile a record of occupants of the property. The directories <br />list information by street name then by address. Haines Directories prior to 1971 were not available <br />for review. Polk Directories prior to 1912 list information by occupant and not by street, from 1912 <br />to 1956 they list only Stockton and Lodi street names and from 1957 to the present list only Stockton <br />street names. <br />The Polk Directories list residential occupants of the property from 1935 to 1959, no listing from <br />1960 to 1971, Rainbow Body Shop from 1972 to 1975; "no return" from 1976 to 1986, California <br />Water Service in 1987 and 1988, and RV Circuits in 1990. The Haines Directories list the Rainbow <br />Body Shop in 1971, 1974, 1978 and 1981; no listing for 1986; RV Circuits in 1990 and 1994; and <br />had no listings for 1999 and 2000. The Haines directory indicated that the first RV Circuits listing <br />was in 1989. <br />Advanced GeoEnvironmental, Inc <br />
