Nonhazardous Petroleum Contaminated Soil Regulatory Requirements <br />Approved by Office of Administrative Law - March 25, 1996 <br />Effective April 24, 1996 Page 10 <br />2 <br />3 (2) all machinery shall be cleaned of contaminated soil, and <br />(3) all remaining structures shall be cleaned of contaminated soil. <br />4 NOTE. Authority cited: Sections 40502, 43020, and 43021 of the Public Resources <br />5 Code. Reference: Sections 43020 and 43021 of the Public Resources Code. <br />6 Chapter 5. Enforcement of Solid Waste Standards and Administration of Solid <br />Waste Facilities Permits; Loan Guarantees <br />7 Article 3.2. Reports of Facility Information <br />8 Section 18224. Report of Contaminated Soil Disposal Site Information. <br />9 Each operator of a contaminated soil disposal facility that is required to obtain a <br />10 Standardized Solid Waste Facilities Permit, as set forth in section 17362.3, shall, at the <br />time of application, file a Report of Contaminated Soil Disposal Site Information with the <br />11 enforcement agency. A Report of Contaminated Soil Disposal Site Information shall <br />contain the following: <br />12 (a) A descriptive statement of the manner in which the operation is to be <br />conducted at the site. <br />13 (b) Information showing the types and concentrations of chemical constituents, <br />and the quantities of contaminated soil to be received. <br />14 (c) A schematic drawing of the facility showing layout and general dimensions of <br />the operations area, including, but not limited to, unloading, storage, disposal, and <br />15 parking. <br />(d) A description of the proposed methods used to control litter, nuisances, <br />16 odors, noise impacts, dust, and other public health and safety and environmental <br />hazards. <br />17 (e) Indication of the approximate total acreage contained within the operations <br />area and either the total estimated capacity in tons indicating in place densities <br />18 assumed, or the capacity in cubic yards. Also include a projection of the life expectancy <br />of the site based on current and/or anticipated loadings. <br />19 (f) The general location of the proposed disposal site shown on a map of at least <br />the scale size equivalent to a 1:24,000 USGS topographical quadrangle. Such map <br />20 shall show points of access to the site. <br />(g) A plot plan which delineates the legal boundaries for which clear title is held <br />21 by the applicant and/or any parcels which are leased. Copies of lease agreements shall <br />be submitted and substantiation shall be shown that the disposal site owner is cognizant <br />22 of the disposal operations and the responsibilities assigned to the site owner by the <br />standards. <br />23 (h) Identification on the plot plan of the specific limits of the existing and planned <br />disposal area(s) showing relationships to the property boundary lines and adjacent land <br />24 uses surrounding the site, distances to the nearest structures shall be identified. <br />(i) A description of the sequence of development stages of the disposal site <br />25 facility, giving tentative implementation schedules for development, usage, site <br />26 completion and closure. Describe the extent of change which will occur in areas which <br />will be excavated for the placement of contaminated soil. <br />27 (j) A map showing the existing topographical contours of the property and <br />proposed final elevations of the completed disposal site. <br />28 (k) If known, a description of the uses of the site after termination of disposal <br />operations, including the time frame for implementation of such use. <br />
