INSPECTION REPORT <br /> R V CIRCUITS, INC. FACILITY <br /> NNE 23, 1993 <br /> DISCREPANCIES NOTED REQUIRING CORRECTION: <br /> 1. An engineered Palmer-Bowlus flume shall be installed to accurately monitor the <br /> discharge from the pretreatment system. <br /> 2. The pretreatment area must be hard-piped. No flexible tubing or hoses shall be allowed. <br /> 3. R V Circuit's Chemical Handling and Management Plan shall specify the minimum <br /> amount of polymer to be stored and maintained on the plant site. <br /> 4. A Management Plan addressing operations, maintenance and pretreatment procedures <br /> shall be developed by a licensed consulting engineer, which includes a daily operations <br /> checklist. and shall be followed by R V Circuits personnel to assure the effective, <br /> reliable operation of the pretreatment system. <br /> 5. R V Circuits consulting engineer's recommendation to hire a permanent, qualified and <br /> properly certified pretreatment system operator shall be accepted. Such pretreatment <br /> operator shall be on site at all times that any discharge is occurring. If R V Circuits <br /> intends to operate for more than one shift per day, then other pretreatment operator(s) <br /> must be on staff in order to provide shift operators to maintain and operate the system. <br /> The name(s) of the pretreatment operators, and certification numbers, shall be furnished <br /> to the City. <br /> 6. Cooling water shall be stored separately for reuse. The current method of routing the <br /> cooling water into the rinse tanks in the pretreatment area must be discontinued because <br /> this allows dilution of the wastestream in violation of Federal law when the plating area <br /> is not in full use. <br /> 7. Flow restrictors shall be installed on the rinse tanks to prevent dilution of the waste- <br /> stream. <br /> 8. All piping and all process tanks and equipment must be clearly and accurately identified <br /> on the facility drawings, with the process tanks listed as to type and capacity. All piping <br /> and process tanks shall be labelled as to contents and function. <br /> 9. All holding tanks containing chemicals or process wastewater must be double-contained <br /> in accordance with the City of Stockton Fire Code in order to prevent the entrance of <br /> treated wastewater into the storm drainage system. <br />
