Center St. <br /> Stockton, CA 95206 <br /> NOTICE OF TERMINATION OF WASTEWATER SERVICE <br /> This is your official notification of breach of the injunction that became <br /> effective on April 15, 1992, permanently enjoining R V Circuits from violating <br /> pretreatment standards as adopted by the City of Stockton. The District <br /> Attorney's Office has also been furnished a letter with the pertinent monitoring <br /> data advising them of your breach of the injunction. <br /> Since May of 1992, R V Circuits has been in chronic noncompliance and has also <br /> been unable to maintain consistent compliance for a 30 day period. R V Circuits <br /> is deemed to be in Significant Noncompliance as defined by 40 Code of Federal <br /> Regulations (40CFR) Part 403.8(vii) for the fourth time in four years. A list <br /> of the violations is enclosed. <br /> R V Circuits was issued a Cease and Desist Order for continuing violations in <br /> letter dated August 13, 1992. The Formal Enforcement Response adopted by the <br /> City of Stockton states that continuing violations found after the impositior ^r <br /> a Cease and Desist Order are cause for Termination of Service. This letter shall <br /> serve as your official Notice of Termination of Service because of the violations <br /> listed below: <br /> 1 . A grab sample taken from the nonmetal bearing stream on September <br /> 22, 1992 contained 50 mg/1 . of ethylbenzene. Ethylbenze is listed <br /> as a Toxic Organic in the 40CFR Part 433.11(e) . The Metal Finishing <br /> limit in 40CFR Part 433.17 for Total Toxic Organics is a cumulative <br /> limit of 2. 13 mg/l . The sample taken exceeds the Federal limit by <br /> more than 20 times. <br /> 2. A grab sample taken from the discharge point of the clarifier on <br /> October 9, 1992 had a concentration of 14.5 mg/l . copper. This <br /> waste stream was to have been pretreated to remove metals. This <br /> concentration of copper represents a violation of the City of <br /> Stockton Municipal Code Section 7-089. 16. which states that no <br /> person shall discharge wastewater containing in excess of 6.0 mg/L. <br /> copper. The sample taken is more than twice the local limit. <br /> 3. A grab sample taken from the nonmetal bearing stream October 9, 1992 <br /> had a concentration of 0.96 mg/1 . copper.
