Center Street
Stockton, CA 95206
Attention: Art Smith, President
HOT OIL REFLOW WASTE; COMPLIANCE ORDER
On April 13 , 1990 , a member of my staff collected a sample
from a tank at your facility that contained waste from the
hot oil reflow bath. Sample results are enclosed for your
review. This waste was found to be hazardous because of the
concentration of copper in it .
This stream was found to be bypassing the pretreatment system
and discharging into the nonmetal-bearing stream. The tank
was disconnected at the request of the Environmental Control
Officer.
You must treat this waste or dispose of it properly . We
recommend that you contact the hot oil reflow manufacturer
who may have some suggestions on proper treatment options .
From conversations with your pretreatment operator, we
understand that this waste was bypassed because it interferes
with the continuous pretreatment system and is very difficult
to batch treat . Your current procedures are unacceptable
and, therefore , you have 30 days from the receipt of this
letter to respond with a plan to treat or dispose of this
waste .
The Officer also noticed that the waste from the hot oil
reflow process was stored in drums and was labeled with
masking tape . Please review the following enclosures and
