Center Street <br /> Stockton, CA 95206 <br /> Attention: Art Smith, President <br /> HOT OIL REFLOW WASTE; COMPLIANCE ORDER <br /> On April 13 , 1990 , a member of my staff collected a sample <br /> from a tank at your facility that contained waste from the <br /> hot oil reflow bath. Sample results are enclosed for your <br /> review. This waste was found to be hazardous because of the <br /> concentration of copper in it . <br /> This stream was found to be bypassing the pretreatment system <br /> and discharging into the nonmetal-bearing stream. The tank <br /> was disconnected at the request of the Environmental Control <br /> Officer. <br /> You must treat this waste or dispose of it properly . We <br /> recommend that you contact the hot oil reflow manufacturer <br /> who may have some suggestions on proper treatment options . <br /> From conversations with your pretreatment operator, we <br /> understand that this waste was bypassed because it interferes <br /> with the continuous pretreatment system and is very difficult <br /> to batch treat . Your current procedures are unacceptable <br /> and, therefore , you have 30 days from the receipt of this <br /> letter to respond with a plan to treat or dispose of this <br /> waste . <br /> The Officer also noticed that the waste from the hot oil <br /> reflow process was stored in drums and was labeled with <br /> masking tape .
