As I mentioned <br /> earlier, I came across approximately 25 containers of waste material at this small business <br /> complex on November 3, 1994. None of the containers were labeled to content, and some showed <br /> signs of previous leakage or were open. The containers were located at the following location: <br /> Raymond Agricultural Warehouse <br /> 2245 W. Charter Way <br /> Stockton, CA 95206 <br /> (209) 466-3077 <br /> The manager for Raymond Ag, Louis Romo, said the material wasn't generated by Raymond Ag but <br /> had been accumulated by William Raymond, the owner of the property and agricultural business <br /> at this address. Mr. Romo said the material was left by a previous tenant. <br /> I itemized the containers I saw and instructed Mr. Romo to submit proof of removal or an <br /> updated chemical inventory and facility diagram for this facility by November 17, 1994. Also, <br /> I told Mr. Romo the containers must be in goad condition, labeled as to contents, and closed when <br /> not in use. <br /> I observed the following list of containers: <br /> Three 55-gallon drums (full) <br /> - One 55-gallon drum of sludge (open top, no lid)' <br /> - Nineteen 5-gallon pails <br /> - One 15-gallon drum <br /> - One 5-gallon pail of powder (leaking) <br /> 'Some of the liquid containers have leaked and the soil there was stained. <br /> Roger Raymond (William Raymond's son) contacted me and said Mr. Romo would cover the <br /> containers with plastic and later move them inside. This was in response to my concern of rain <br /> spreading the leaked material or filling some of the containers that were not closed. I was also <br /> assured by William Raymond that the containers would be handled properly as I instructed. <br /> However, the November 17 due date and the subsequent late letter due date of December 9 passed <br /> without any corrective actions being submitted. <br />
