Frank C. Alegre Trucking, Inc. 4203-172
Former Trucking Facility October 29, 1996
WORK PLAN FOR DRAINAGE POND MITIGATION AND Page 3
PIPING SURVEY
The soil samples will be recovered in 2-inch-diameter 6-inch-long stainless steel tubes sealed with
Teflon plastic end caps and tape. The samples will then be labeled and placed in a cooled ice chest
prior to transportation to the analytical laboratory.
Piping SurveXand Assessment
The purpose of the piping survey is to determine the potential for subsurface impacts as a result of
possible piping leaks on the property. The scope of the assessment will include geophysical surveying
of the piping system with sampling and testing of sludge materials found within the pipes.
Utility surveying work will be conducted by Subtronics, Inc. under the observation of ENGEO Inc.
Magnetic and electrical instruments will be used to identify the pipe locations and drainage courses.
The piping will be located in the field and detailed on a site plan.
Where accessible, sludge material will be collected from the pipe and/or drain inlets. The sludge
material will be submitted for laboratory analysis.
Once the extent of the asbestos drainage pipe is identified, and the sludge has been characterized, a
determination will be made whether or not the pipe will require removal and disposal.
Laboratory Analysis
The excavation samples will be tested for total volatile and extractable hydrocarbons (EPA 8015),
BTEX(EPA 8020) and volatile organics(EPA 8240). Selected samples will also be analyzed for Title
26 metals. The composite soil stockpile samples will be analyzed for total volatilelextractable
hydrocarbons, BTEX (EPA 8020) and purgeable halocarbons (EPA 8010). Laboratory services will
be provided by American Environmental Network(AEN)in Pleasant Hill, California(DOHS #1172).
The piping sludge samples will be analyzed for total volatile and extractable hydrocarbons (EPA 8015),
BTEX(EPA 8020), volatile organics(EPA 8240), and metals.
Report Preparation
A final report will be prepared which summarizes field and laboratory data, and include conclusions
regarding the extent of the soil contamination associated with the former drainage pond. The report
will also address the building piping system, the potential for impacts from the drainage pipes, and
recommendations for further site characterization and remediation. The report will be prepared and
signed by a State of California Certified Hydrogeologist.
