CARPENTER •
t14'IkGfiPiL[AL HEALIIi
03 JUN -5 PM 12: 27
June 4, 2003
Mr. Raymond Von Flue
San Joaquin County Health Department
304 E. Weber Avenue
Stockton, CA 95202
Subject: Facility Inspection and Notice to Comply for Carpenter Co. Lathrop - CAD98088736.
Dear Mr. Von Flue:
Following your inspection of our Plant, please find enclosed the responses to the Notice to
Comply issued on May 6, 2003. To comply with the findings, we have put controls in place and
they are listed below.
1. Begin to implement a SB-14 Waste Minimization Plan.
Recently our Environmental Coordinator attended a workshop sponsored by DTSC, as a
result we determined (Please see enclosed flow chart from the Guidance Manual published
by Cal/EP- DTSC) that Carpenter Co. Lathrop Division (Carpenter) as a Small Quantity
Generator(SQG) of hazardous waste as per Cal/EPA definition of SQG and also our
conversations with Kathy Barawick from DTSC confirmed that as a SQG Carpenter is
exempt from SB-14 Waste Minimization Plan. Subsequently we will not be developing a
SB-14 Plan.
2. One (1)Five(5) gallon bucket with WD-40/Glue and One (1)Five(5)gallon bucket with
Paint/Brush did not have labels to identify accumulation dates, facility address, physical state etc.
Carpenter managers corrected the discrepancy immediately. To reinforce the importance of
labeling, our managers will discuss the topic at our safety and production meetings as a
reminder to our employees. Also, regular inspections will be performed by area supervisors
to enforce the labeling policy.
3. The above Five(5) gallon bucket with WD-40/Glue and Five(5)gallon bucket with
Paint/Brush did not have lids.
Carpenter managers corrected the discrepancy immediately. To reinforce the importance of
closing open containers, our managers will discuss the topics at our safety and production
meetings as a reminder to the employees. Also, regular inspections will be performed by
area supervisors to enforce the policy.
CARPENTER CO.
11100 SOUTH HARLAN ROAD
P.O.
