INFORMATION SHEET
CARPENTER COMPANY
TRUCK WASH WATER DISPOSAL SITE
LATHROP, SAN JOAQUIN COUNTY
Carpenter Company (hereafter Discharger) has requested waste discharge requirements for its
truck and trailer wash water disposal site. The facility and disposal site are on Haden Road
adjacent to Interstate 5 in the City of Lathrop. The Discharger has proposed to dispose of its
wash water into an existing storm water detention pond. No pretreatment has been proposed.
Trucks and trailers will be washed every other week using 400 gallons per washing. Detergents
will be used in the washing.
Depth to the ground water is approximately 8 feet below the surface. Soil conditions at the
disposal site consists of loose to dense silt-sand in the first five feet and silt-clay at the 14 to 15
foot depths. The percolation rates were estimated to be at 15 to 17 gallons per square foot per
day. The storm water detention pond has a surface area of 5.5 acres and a capacity of 16.4 acre-
ft to retain 2I8% of a 48-hour duration storm with a 10-year frequency. The average annual
rainfall was estimated at 13.95 inches.
The Regional Board will be the lead agency in complying with the California Environmental
Quality Act (CEQA). The environmental checklist has identified impact to ground water quality
as Potentially Significant Unless Mitigation Incorporated and no impact for others. Effluent
limit has been set for oil and grease at 10 mg/1 to protect the local ground water quality if wash
water is allowed to settle in the inlet area for disposal. The proposed project as determined will
not have a significant effect on the environment and a negative declaration will be prepared. The
Regional Board will proceed to adopt the negative declaration and subsequently adopt the waste
discharge requirements.
RC:ik
5/3/96
