CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> RESOLUTION NO. 96-116 <br /> i <br /> .APPROVING THE INITIAL ENVIRONMENTAL STUDY <br /> AND <br /> MITIGATED NEGATIVE DECLARATION <br /> FOR <br /> CARPENTER COMPANY TRUCK WASH DISPOSAL SITE <br /> SAN JOAQUIN COUNTY <br /> WHEREAS, Carpenter Company submitted a Report of Waste Discharge (RWD) dated 28 June 1995 to <br /> the Califarnia Regional Water Quality Control Board, Central Valley Region, (hereafter Board) in support <br /> of a wash disposal site; and <br /> WHEREAS, the approximately 55 acres of disposal area (Assessor's Parcel No. 198-12-04) is owned by <br /> Carpenter Company; and <br /> WHEREAS, the Board has assumed the lead agency role for this project under the California <br /> Environmental Quality Act and has conducted an Initial Environmental Study in accordance with.Title 14, <br /> California Code of Regulations, Section 15063, entitled Guidelines for the Ibnplementation of the <br /> California Environmental Act; and <br /> WHEREAS, mitigation measures included in the project and identified in the Mitigated Negative <br /> Declaration are expected to reduce impacts to ground water quality to a less than significant level; and <br /> WHEREAS, copies of the Initial Envirottmental Study and proposed Mitigated Negative Declaration were <br /> transmitted to all agencies and persons known to be interested in this matter; and <br /> WHEREAS, no comments to the Board have been received; and <br /> WHEREAS, the Board considered all testimony and evidence at a public hearing held on 3 May 1996 in <br /> Sacramento, California, and good cause was found to approve the Initial Environmental Study and adopt <br /> the Mitigated Negative Declaration; Therefore, be it <br /> RESOLVED, that the California Regional Water Quality Control Board, Central Valley Region, approves <br /> the Initial Environmental Study and Mitigated Negative Declaration for the land disposal of wash water <br /> from Carpenter Company truck washing activity in San Joaquin County. <br /> I, WILLIAM H.
