Mr. Parissi indicated that these pits were pressure washed and the rinsate was <br /> disposed of as non-RCRA hazardous waste. Furthermore,the facility intends to fill both of these pits with concrete. <br /> A generator shall make a hazardous waste determination and keep a record of any test results, waste analyses, or <br /> other determinations made in accordance with hazardous waste regulations for at least three years from the date <br /> that the waste was last disposed of. Immediately make a hazardous waste determination for the residual debris <br /> located inside these storage pits or provide a previously made hazardous waste determination, and manage all <br /> residual wastes according the Title 22 hazardous waste regulations. <br /> 2) According to Mr. Parissi, one concrete lined pit(approximately 10 feet in depth),which previously housed <br /> process equipment was filled with concrete several months ago. Mr. Parissi indicated that this pit was cleaned out <br /> before it was filled with concrete. Please identify to the EHD what chemicals were previously stored inside this <br /> containment, and provide proof that this pit was adequately cleaned prior to its backfill. <br /> 3) One piece of metal working equipment (located inside the facility)was observed still containing metal fines and <br /> metal workings. Immediately make a hazardous waste determination for the metal fines, and manage all residual <br /> wastes according the Title 22 hazardous waste regulations. <br /> Submit a statement and supporting documentation explaining how these wastes were managed. <br /> This is a repeat violation, Class IL <br /> 115 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br /> Copies of uniform manifests for the disposal of hazardous waste for three years were not available for review. <br /> Hazardous waste generators shall retain copies of all manifests signed off by the disposal facility on site for three <br /> years and have them readily available for review. Immediately locate a copy of all manifests for the last three years, <br /> submit copies of all manifests associated with this facility dismantling operation. <br /> This is a repeat violation, Class ll. <br /> 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br /> The following was noted at the time of inspection: <br /> 1)A machinery (located inside the former mechanic shop )with an on board lubricant tank was observed leaking oily <br /> liquid. Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of <br /> hazardous waste to air, soil, or surface water which could threaten human health or the environment. <br /> 2) Concrete staining and debris were observed adjacent to and inside the former permanent hazardous waste <br /> storage area. <br /> Immediately fix all leaks, staining and debris accumulation , and manage according to Title 22 hazardous waste <br /> regulations.
