Solid Waste <br /> Soil <br /> When soil has been contaminated as the result of a spill, immediate remediation shall <br /> take place. The Facility General Manager will assess the degree of contamination and <br /> develop a site assessment plan for the purpose of soil testing. This may involve <br /> contacting the RCM/E for assistance. <br /> For small spills, lateral test will be done at ten-foot intervals and vertical test at surface <br /> and every six inches in depth until reaching soil not showing signs of contamination. A <br /> background test(sample of soil away from the spill area) should be conducted to <br /> determine desired levels. <br /> Contaminated soils will be excavated, neutralized if appropriate, placed into storage <br /> drums, labeled, and a waste determination conducted. flit is determined not to be <br /> hazardous waste it will be disposed of in an acceptable manner. If the determination is <br /> that it is a RCRA or NON-RCRA designated hazardous waste it will be handled as <br /> described in C below. <br /> Packaging Materials <br /> Outer packaging (corrugated cartons) damaged or containing residual of the product will <br /> be dried and placed in a dumpster for disposal or turned over to an individual or <br /> organization involved in recycling. <br /> NOTE: <br /> Cartons or containers that contain no pourable residue are classified as empty per <br /> CCR Title 22, 66261.7 and 40 CFR 261.7'. <br /> Poly or steel containers that are either being taken out of service, or are going to be used <br /> for another chemical must be triple rinsed. The rinse water will be treated as effluent and <br /> will be pumped or dumped into the appropriate effluent storage tank. Following triple <br /> rinsing the containers that are being taken out of service, will be labeled with the date it <br /> was emptied and disposed of within one year by, placing in a dumpster for disposal or <br /> turning over to an individual or organization involved in recycling. <br /> C. Hazardous Waste <br /> Liquids or soils that have had a waste determination conducted and have been determined <br /> to be Hazardous Waste will be containerized, labeled, and stored in the Hazardous Waste <br /> Accumulation Area. Sierra Chemical Co. Stockton facility has a Small Quantity <br /> Hazardous Waste Generator Facility Permit. The Facility ID number is FA0017456. <br /> Permit number PT0012188. <br /> The designated hazardous waste will need to be shipped to a designated approved <br /> disposal site within 90 days from the start of accumulation. During the time waste is <br /> stored in the accumulation area weekly inspections must be conducted for leaks, signs of <br /> 17 <br />
